The Sustainable Development (SD) Practice Group (PG) helpscountries address their most complex challenges in the areas of Agriculture andFood, Climate Change, Environment, Natural Resources & Blue Economy,Environmental and Social Framework, Urban, Disaster Risk Management, Resilience& Land, Social Sustainability and Inclusion and Water.
The Climate Change Group:
The Climate Change Group (CCG) in the World Bank helps clientcountries recognize, prepare for, and respond to the risks that climate changeposes. With CCG support, the Bank mobilizes the necessary public and privatefinance, provides technical assistance, and utilizes its convening power tosupport countries in their transition to low-carbon, climate-resilientdevelopment pathways.
The CCG also works across the Bank with Global Practices andRegional Operations to ensure climate considerations are integrated indevelopment planning and operational activities, enabling the institution tomeet the targets outlined in its Climate Change Action Plan (CCAP) 2021-25 andthe new 2025 Targets to Step Up Climate Action.
About the Position:
SCCDRis seeking to recruit a highly motivated Program Analyst to be part of the CCG FrontOffice that oversees the 5 CCG Operational units and ensures the delivery ofthe department MOU, manages and responds to the heavy flow of corporaterequests, oversees high-level internal and external partnerships andoperationalizes the Bank-wide Climate Change Talent Board. The position reportsto the Climate Change Global Director.
Duties & Accountabilities
As a member of the CCG FO team the Program Analyst has 4 sets of Responsibilities:
FO Workflow:
- Triage FO workflows and prepare responses by seeking out, collating, and synthesizing inputs from across the CCG units, in coordination with the VP and MD offices.
- Research and liaise with others in CCG and other Bank units to prepare briefs, and collate background documents, talking points, and other materials, ensuring timely and high-quality submissions.
- Monitor CCG review of corporate documents by coordinating with the five CCG units and ensuring timely submission to SD FO and other Corporate units.
- Establish and manage a shared CCG FO document repository of standard responses, briefing notes and presentations on core climate change messages and CCG workstreams.
- Oversee the SCCDR FO ACS put in place a system to ensure monthly completion of TRS and SOEs
MOU and Reporting:
- Contribute to the overall development and effective implementation of CCG's strategic planning/MOU, reporting, and results monitoring, ensuring corporate alignment and collaboration across CCG and with the SD FO and other WB units.
- Collect, synthesize and collate with unit focal points the quarterly monitoring of CCG MOU and ASA tracking.
Talent Board Secretariat
- Support the Secretary of the Talent Board (TB) and PAC business partners in all of their duties related to the TB functioning, including organization of meetings, collating background material, preparing minutes and tracking agreed follow up actions.
- With utmost confidentiality, assist in data analytics of staff mapped to the Climate Change TB by tracking, compiling, and synthesizing information from across the Bank GPs to support strategic staffing discussions and workforce planning.
External Partnerships:
- Support teams leading the design and delivery of key external events that are managed by the FO, including the Climate Change COP and Spring & Annual Meetings.
- Assist Directors and team leaders as needed in the delivery of these events, including in the preparation of high-level briefings.
- Oversee the procurement of services and vendor management and coordinate with regional counterparts, BPS, IFC, MIGA and IMF cost-sharing arrangements and track expenditures of shared services.
Selection Criteria
Education and Experience:
* Master's degree with 2 years of experience or equivalent combination of education and experience.
* Ability to conduct research and analysis on difficult, but well-defined tasks; articulate issues and recommend solutions.
* Hands-on experience in seeking and synthesizing inputs across multiple sources, including own-managed research to craft succinct official WB responses to high-level internal clients and external partners.
* Knowledge of WB HR rules and databases desired.
* A clear understanding of the work programming, technical content and deliverables of CCG is highly desired.
Core Technical Knowledgeand Skills:
- Excellent judgment and strong communication skills with the ability to prepare, present, and discuss findings verbally and in writing.
- Ability to quickly analyze data and data inter-relationships and make recommendations on process, system and control improvements.
- Proficiency in Microsoft Windows applications, such as Excel, Word and PowerPoint, including advanced spreadsheet design, manipulation, and analysis skills.
- Knowledge of administrative and HR functions in WBG and proven experience in handling high-level corporate tasks and clearance processes with tact and discretion.
- Hands-on experience with complex event planning, service procurement and implementation.
- Excellent interpersonal skills with the ability to collaborate and interact with staff at all levels.
- Proven ability to multi-task and meet tight deadlines and possess attention to detail.
- Client-focused, excellent team player and demonstrated ability to work independently as well as in a team environment.
