Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for r Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a program analyst within a Project/Product Management Office and has responsibility for cost/schedule/ resources management and program reporting. Develops appropriate plans and objectives in keeping with higher echelon objectives

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business-Financial Management certification within 60 months as of entrance on duty.
- Incumbent must be able to obtain and maintain a Secret clearance.
- This is a Financial Management Level 2 Certified position.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- This is a Non-Key Security Cooperation position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete and Practitioner level certification within 5 years of entry of duty.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business-Financial Management certification within 60 months as of entrance on duty.
Qualifications
In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service that includes: 1) Providing financial advice on an organization's program financial requirements while interpreting established policies and procedures in conformance with the mission objectives and goals; and 2) Experience analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering, and analytical techniques, and systems evaluation methodology. This is a pay banded position.
The NH-03 encompasses grades 12 and 13 on the General Schedule.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
