Job Description
Summary
This position is located in the Department of Veterans Affairs (VA), Veterans Benefit Administration (VBA), Office of Field Operations (OFO), Operations Analysis. The Office of Field Operations oversees the functions and processes of Regional Offices as they deliver a wide range of benefits to Veterans, dependents, and survivors. OFO personnel provide information, advice, and assistance regarding the availability and procurement of benefits under laws administered by the VA and other agencies.

Qualifications
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.
- GS-11: Specialized experience is work that involves demonstrating use of qualitative and quantitative methods for assessing and improving program effectiveness or for improving complex management procedures and systems. Specialized experience is defined as: (1) provides reports, statistical and graphical analysis, project summaries from schedules, flow charts, cost analysis, etc. (2) assists with program surveys, special studies, project reviews, literature searches, fact finding, etc.(3) utilizes laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.
OR
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree;
OR
- Combination: Applicants may also combine education and experience to qualify at this level. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
- GS-12:
- Specialized experience is work that involves demonstrating use of qualitative and quantitative methods for assessing and improving program effectiveness or for improving complex management procedures and systems. Specialized experience is defined as: (1) provides forecasts and the ability to estimate program requirements using special reports, statistical and graphical analysis, project summaries from schedules, flow charting, review of work methods, evaluation of obligation and expenditure rates, cost analysis, etc. (2) reviews program surveys, special studies, project reviews, literature searches, fact finding, etc. (3) participates in long -term projects with multiple intra-department contacts(4) utilizes laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.
- There is no education substitution at this grade level.
- GS-13:
- Specialized experience is work that involves demonstrating use of qualitative and quantitative methods for assessing and improving program effectiveness or for improving complex management procedures and systems. Specialized experience is defined as: (1) advises management on areas of forecasting and program requirements using special reports, statistical and graphical analysis, project summaries from schedules, flow charting, review of work methods, evaluation of obligation and expenditure rates, cost analysis, etc. (2) reviews program surveys, special studies, project reviews, literature searches, fact finding, etc. (3)provides program management by leading teams during long-term projects with multiple intra-department contacts. (4) utilizes laws, policies, regulations, and precedents applicable to the administration of one or more important public programs..
- There is no education substitution at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is primarily sedentary and is usually performed in an office setting. There may be some walking, standing and carrying light items such as paper, books or files.

Education
There is no educational substitution at the GS-12/13 grade level.

Additional information
Virtual: Yes, this is a VIRTUAL position. The selectee must report to their local VBA Regional Office a number of times currently designated by VBA policy.
Work Schedule: Regular office hours, Monday -Friday, 8:00 AM - 4:30 PM. Alternate work Schedules may be available.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
