Job Description

Planned Systems International, a seasoned Government Contractor, is seeking a unique, self-motivated, and influential individual to manage the coordination of several matrixed and cross-functional technical areas/teams that support multiple testing initiatives/projects for our existing, large, and complex Veteran's Affairs (VA) Enterprise Testing Service Support Services (ETSSS) contract. Work may include both coordination for VA initiatives and coordination with the Military Health System (MHS) for joint VA-DoD testing initiatives.

Essential Functions and Job Responsibilities:

The selected candidate for this role will have a specialty in the healthcare management discipline with exposure to Electronic Health Record Electronic Health Record (EHR) systems. The candidate will work in a team environment and report to the overall Senior Project Manager of Testing Logistics Services. Responsibilities and specific functions will include taking ownership for the following, and potentially more, responsibilities and duties:
  • Driving project success by providing support in all areas of project management - to include but not limited to - schedule management, risk management, and change management
  • Provide initial training of new employees on specifics of our testing environment, who's who on the project, relevant processes, new tools, etc.
  • Responsible for the development and execution of the division strategy and vision;
  • Provide direction for Testing Logistics Services (TLS) resources, ensuring performance goals are set and met;
  • Ability to represent the division to the key stakeholders and client;
  • Building relationships within a team of co-workers and, equally or more importantly, with individuals in all the matrixed areas/teams supported (i.e., testing intake, test environment & test data; independent testing services; quality management, among others) to ensure cooperation and overall adherence to our scheduled commitments.
  • Scheduling and moderating project meetings, such as kickoff meetings, project planning meetings, status meetings, Agile/Scrum meetings, risk review boards, change control boards.
  • Supporting Enterprise Testing Services strategic initiatives.
  • Participating in TLS team meetings, project planning meetings, and schedule update meetings, as needed.
  • Ensuring up-to-date scheduling is happening and tracked closely.This includes providing oversight consisting of requesting updates monitoring statuses, and otherwise harnessing the capabilities and cooperation of all counterparts on the matrixed components.
  • Providing oversight and assistance for and between these areas identifying and facilitating resolutions of any barriers to ultimately ensure timely completion of testing initiatives.
  • Practicing daily sound leadership, engagement, positive reinforcement, and other project management skills applicable to IT and consulting-type environments.
  • Providing consultation or input on the processes and expectations in order to transition products to IV&V.
  • Upwardly communicating in a concise and effective manner the project statuses and any challenges/resolutions to TLS management and/or the client as needed whether verbally or through written deliverable reports or presentations.
  • Contributing to or taking the lead in recommending, analyzing, and documenting project planning, process improvement, and best practices requiring idea generation and discussions, forward thinking, and thorough, clear, and concise technical writing.
  • Willingness to work on internal projects, such as documenting current processes, implementing new tools and new processes, and participating in related initiatives which may lead to the improvement of the project coordination practice.
  • Performing risk management, assisting with or backing up fellow Project Leads, contributing to knowledge management, or assisting with proposals for new business etc.

Minimum Requirements:
  • Bachelores degree in related
  • Certified Project Management Professional (PMP)
  • Minimum of 5 years' experience in related field
  • Local to the DC area and can be in the office as needed if required.
  • Must have knowledge and understanding of integrated master schedule concepts and resource loaded/leveled schedules.
  • Possess leadership skills to handle both familiar and unfamiliar situations
  • IT project management and time/task management skills
  • Excellent written and verbal communication skills, as well as, good interpersonal and customer service skills.
  • Knowledge and experience in the use of Microsoft Office, SharePoint, and MS Project.
  • With potential of limited telework.
  • U.S. Citizenship is required. Selected candidates must be able to successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting
  • Detail oriented, with strong analytical and interpersonal skills
  • Microsoft SharePoint, Microsoft Visio, and Microsoft Office tools.
  • Demonstrated sense of urgency, strategic thinking, creativity, ability to solve problems, team work and getting work done through others.
  • Ability to:

  • Must be able to travel when needed.

Additional Desired Qualifications:
  • Master's Degree preferably in Software Technology, Healthcare Management, Business Administration or a related disciplineAgile Scrum certification such as the Certified Scrum Master (CSM).
  • Knowledge and experience with Rational Team Concert (RTC)
  • Healthcare Management experience with proven leadership ability.
  • Experience with using EHRM systems, preferably VA or DoD medical industry.
  • Knowledge and experience in VA VIP processes.
  • Knowledge and experience in Primavera P6 specifically.
  • Additional years of experience in software application development, testing and/or QA, and consulting areas, particularly in the VA or a healthcare environment, is a big plus.
  • Experience with the IBM Rational Jazz suite of tools or other similar tools.
  • Experience and/or certification in ITIL.
