Summary

About the Position: Announcement will be used to fill a Program Analyst, NH-0343-02, position. Selected applicant will be assigned to the Joint Project Manager for CBRN Protection (JPM CBRN P) located in Stafford, VA. The NH-02 pay band encompasses grades 05-11 under the General Schedule (GS) system.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at the Practitioner level in the Acquisition Career Field Program Management within 60 months of entrance on duty.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
  • Business travel required up to 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.

Term Appointment NTE - Position will be filled as a Term Appointment NTE 13 Months. Term appointments may be extended up to a maximum of six years and may be made permanent without further competition at management's discretion.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document.

General Experience: Must have three years of progressively responsible general work experience with one year of that experience equivalent to the NH-01 or GS-04 grade level, which includes: 1) Gathering, analyzing, and evaluating information related to assigned projects; 2) Monitoring project progress and tracking improvements; and 3) Applying program evaluation techniques to ensure compliance with established rules and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-01 or GS-04).

I have successfully completed a full four (4) year course of study leading to a Bachelor's Degree. (NOTE: You MUST attach a copy of your transcripts.)

OR

I have the general experience as described above, but less than three (3) years; and I have some collegiate education, but less than the required four (4) years. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 36. Then, divide your semester hours of education by 120. Add the two percentages. The total percentage must equal at least 100% to qualify.). (NOTE: You MUST attach a copy of your transcripts.)

  • This is not a remote position. Applicants will be expected to report to the identified worksite a minimum of one day a week or more depending on work requirements and supervisory approval.
  • This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, jobs in level NH-II of broad banding encompass the traditional GS-05 through GS-11 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
