Summary
This position is assigned to the Navy Wounded Warrior Program and reports directly to the Regional Program Director. Serves as Program Analyst (Adaptive Reconditioning and Community Outreach Specialist (ARCOS)), responsible for ensuring enrollees and their families and caregivers have opportunities to participate in local adaptive recreation and events. ARCOS have the primary responsibility for development, execution, and promotion of adaptive reconditioning opportunities.

Must have or be able to obtain and maintain a Secret Security Clearance.
Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
Must have or be able to obtain and maintain a U.S. driver's license.
Occasional travel of 25% or less may be required.
Position may be telework eligible per IAW DoD and Navy policy.
Must have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
Qualifications
- Knowledge of Federal and agency regulations, knowledge of the specific organization's programs and missions, as well as knowledge of pertinent laws, regulations, and policies related to program operations.
- Knowledge of concepts of program management, requirement determination, policy development, evaluative and analytical processes, programs implementation and approaches to identify and resolve significant issues and problems of a unique nature.
- Knowledge of Health Insurance Portability and Accountability Act (HIPAA), Privacy Act and the Freedom of Information Act.
- Knowledge and understanding of requirements and operations of DoD and DoN Wounded Warrior Adaptive Sports and recreation initiatives.
- Knowledge of and ability to plan, coordinate, and execute small and large scale Paralympic or adaptive sports/recreation type events.
- Experience in the development and execution of adaptive reconditioning events and activities for Wounded Warriors and their families/caregivers.
- Experience in developing and executing community outreach/communication initiatives, and communicates effectively and professionally with senior military, community, and support organization leaders.
- Experience in providing program briefs and participating in public awareness efforts.
- Skill in working with individuals with serious illness, injuries and wounds causing physical and mental disabilities.
- Skill in working with individuals who require sporting equipment modifications to participate in adaptive type physical sports/recreation type activities.
- Skill in computer applications for administrative support functions and knowledge of variety of common administrative software, applications, and web-based programs, to include but not limited to, TWMS, Defense Travel Systems (DTS), NAF travel system and Microsoft Office suite applications.
- Ability to identify problems, plan, research, collect, sort, and analyze information to formulate plan of action and milestones for the accomplishment of tasks.
- Ability to manage multiple activity schedules simultaneously.
- Ability to analyze type and scope of information and metrics required to evaluate the quality and effectiveness of program implementation.
- Ability to communicate effectively both orally and in writing.
- Ability to clearly and concisely prepare, present, discuss and defend issues, findings and recommendations.
- Ability to work effectively on a team or individually with various levels of management and staff

Incumbent is responsible for the development, coordination, and execution of adaptive recreation events and activities for local RSMs, their family and/or caregiver enrolled in the NWW Program. The work requires discretion and confidentiality and may also affect use and control of funds, staffing, records, forms, publications or directives. The work has a major impact on the efficiency and effectiveness of operations that contribute to overall productivity of the program. Work has direct effect on organizations, personnel and enrolled wounded warriors. The results of the work directly influences the Navy's ability to provide responsive assistance to members and their families during times of crisis.
Contacts are with, but not limited to the following: (Internal) Navy Wounded Warrior Region and Headquarters Team members (i.e. Region Program Director, Non-Medical Care Manager, Transition Care Coordinator, Senior Medical Advisor, etc. (External) Nurse Case Managers, Clinicians, and Patient Administration Staff and Fleet and Family Readiness staff.
Education
This job does not have an education qualification requirement. Certification or degree program in with focus in therapeutic or adaptive recreation is a plus.

Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period. Salary is dependent on experience and/or education.
