The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this job. SUMMARY:

Administers and monitors DC Water's complex Capital Improvement Program (CIP) costs, payments and funding responsibilities, including contract awards, contract changes and contract invoices, to include overseeing and providing contract payment and funding analysis on all wastewater, water and sewer system facility contracts managed by the Department of Engineering and Technical Services (DETS) and Clean Rivers (DCCR).

ESSENTIAL FUNCTIONS:

  • Analyzes and approves contract funding documentation (invoices, contract awards and change orders) for compliance with budgetary limitations, proper grant eligibility and joint use funding as well as being responsible for ensuring accurate interfacing with DC Water's approved financial system.
  • Performs contract document examination of construction and design projects being managed by consultants to determine compliance with funding splits, contract insurance, pay item structure and payment policies.
  • Identifies and provides recommendations for contract funding and contract change funding in compliance with DC Water's approved Congressional Capital Authority.
  • Attends preconstruction conferences and on demand meetings as a representative of DETS and Clean Rivers to inform contractors on compliance with contract requirements/guidelines for invoicing and financial administration.
  • Examines contractor insurance requirements on each contract, particularly for materials stored off site, and reviews insurance policies and certificates of insurance for compliance with contractual requirements where applicable.
  • Establishes and implements appropriate strategies, including standard operating procedures, to ensure financial documentation submitted by contractors is in compliance with the contract documents and DC Water and Federal policies, when applicable.
  • Evaluates independent estimates of quantities of material, hours worked and corresponding costs for comparison with contractor's monthly breakdown of unit and lump-sum prices, for partial payment requests, to include reviewing contractor's cost breakdown, progress measurement data, reports of material and equipment used, and other reports in order to compute partial and final payments and makes recommendation for payment.
  • Reviews all documentation submitted with contractor's invoices for compliance with contract specifications and contract requirements, allowable costs and makes recommendation for approval or revisions.
  • Reviews change orders and supporting documentation including justifications and ensure cost estimates are within approved budgetary limitations. Serves as proficient analyst for costing/pricing with responsibility for justifying all changes to contract quantities remain within available funding for the contract.
  • Responsible for preparation and recommendation of final payments and final contract releases including determination of final contract cost and that all claims have been settled.
  • Researches materials, analyzes and prepares on demand financial reports especially MBE/WBE/CBE goal reports, summarizing expenditures and current financial status of each contract, as well as special reports for executive management and the DC Water Board of Directors,
  • Complies with applicable safety rules and regulations.
  • Performs other related duties and projects as assigned at the discretion of the supervisor.

Key Working Relationships: Interacts with employees within DC Water, DC Government/Federal agencies, vendors of equipment and services, and representatives of private industry.

EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:

The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.

  • A Bachelor's Degree in Business Administration or related field and five (5) years of progressive experience relating to construction costing/payment issues, or an equivalent combination of education, training, and experience.
  • Knowledge of contracting principles and procedures.
  • Knowledge of cost and price procedures and techniques.
  • Knowledge of and skill in using engineering management information systems, office automation systems and processes, computer applications, principles, and techniques.
  • Skill in oral and written communication.
