Summary
This position is located in the CFOs office and Office of Financial Management of the National Highway Traffic Safety Administration and provides support in the areas of Travel Regulations, customer service, and management reports to administer an efficient and effective travel program. The incumbent serves as a Program Analyst and reports to the Director of the Office of Financial Management.

CONDITIONS OF EMPLOYMENT:
- SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
- PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
- TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
- DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
- Experience providing travel assistance and guidance for the travel programs and activities; and interpretating domestic and international foreign travel regulations, policies, and procedures.
- Experience communicating to management about potential controversial issues, or ones with far- reaching implications, changes in regulations, policies, or procedures.
- Experience reviewing of their travel requests to ensure travel reimbursements follow the Federal Travel Regulations (FTR).
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
- Experience assisting the Director of Financial Management and CFO in improving the efficiency and productivity of the agencyâs travel program, travel audits, relocations, and other functions.
- Experience working closely with the agency program managing officers and other agency lead representatives to assure that travel guidance is consistent and unilaterally administered.
- Experience working with senior management in developing broad policy initiatives affecting federal travel regulations, travel card management, travel audits, and relocation management programs for the agency.
- Experience maintaining statistical and financial data used for reports and studies.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of travel, audit, and PCS guidance; voucher payments, and travel audit policies & procedures.
- Knowledge of accounting and financial management procedures and systems relating to official travel operations.
- Ability to interpret Government and agency regulations and policy issues to study, analyze, and evaluate operating procedures, practices, and outputs for the purposes of resolving problems, implementing improvements to practices, methods, and procedures in travel, audit, and PCS functions.
- Ability to communicate orally to make presentations on travel program management practices, polices, procedures, audit inquiries, and management issues.
