Data Networks, Inc (DNC),a subsidiary of ASRC Federal Holding Company, is seeking a full-time Program Analyst to serve our government customer at the National Oceanic Atmospheric Administration (NOAA), National Environmental Satellite, Data and Information Service (NESDIS).

This is a hybrid position, with the option to work from your home office approximately 2 days per week. 3 days per week will be spent at the client's office in the Herbert C. Hoover Building in Washington, DC. The candidate will be expected to travel approximately 4 times per year.

The duties for this position include, but are not limited to:

  • Deliver timely, reliable, and accurate subject matter expertise and policy staff support for the Under Secretary for all NESDIS-related topics and events. Support DOC and other NOAA leadership, when available.
  • Coordinate and provide materials to prepare NOAA and DOC leadership, but primarily the Under Secretary, for meetings, events, and conferences. Includes the preparation of briefing materials, talking points, graphics, reports, and decision memoranda.
  • Staff the Under Secretary while on travel to provide on-the-ground situational awareness. Encourage and assist NOAA and DOC leadership to build Line Office engagement in their trips. Work in tandem with the Flag Aide.
  • Coordinate and provide input to actions and discussions on cross-cutting issues between NOAA Line and Staff Offices. Be a voice for NESDIS at NOAA HQ, and vice versa.
  • Review proposals for the Under Secretary and Secretary of Commerce for information and/or action and make recommendations and provide advice on management before the agency.
  • Contribute subject matter expertise to NOAA by participating in internal and external, high-level, decisional meetings with the Under Secretary, and other NOAA leadership as requested.
  • Provide situational awareness, context, and cross-cutting linkages for top NOAA/NESDIS priorities and issues.
  • Provide strategic thinking and input on NOAA leadership engagement opportunities with internal and external stakeholders. Includes the management of the formal invitation process for the Under Secretary.
  • Shepherd correspondence and folders through the NOAA and DOC clearance process.

Client Overview:

The candidate will join an existing government and contractor team and provide program analyst support to the National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data and Information Service (NESDIS), Program Coordination Office (PCO). NOAA/NESDIS provides secure and timely access to global environmental data and information from satellites and other sources to promote and protect the Nation's security, environment, economy, and quality of life (http://www.nesdis.noaa.gov).

PCO provides subject-matter expert support to the NOAA Office of the Under Secretary. PCO members represent one of the six NOAA line offices, including NESDIS, and serve as the conduit for information from the Line Offices to NOAA headquarters and vice versa. PCO works with NOAA's Line and Program Offices to ensure adequate coordination and attempts to resolve differences dealing with programmatic, scientific, and management issues within the agency. PCO coordinates actions within NOAA and the Department of Commerce as required. The successful candidate will serve as the NESDIS representative to PCO, ensuring the NOAA Under Secretary is abreast of all NESDIS accomplishments, events, and challenges.

Requirements

Qualifications:

  • Bachelor's degree plus 5 years of experience in policy or government (Master's Degree preferred)
  • Excellent written/verbal communication skills,
  • Strong analytical skills
  • Ability to think strategically and execute data-to-day support
  • Team player with strong interpersonal skills

Preferred skills/experience:

  • Experience staffing Executives or Members of Congress
  • Excellent written communication skills with extensive experience drafting clear, concise, policy memos, talking points, and briefing materials, requiring minimal editing.
  • Experience making policy recommendations to senior executives
  • Existing knowledge of NESDIS satellite portfolio a plus.
  • Highly organized and punctual.
  • Ability to manage multiple projects in a fast-pace working environment.
  • Ability to understand and prioritize customer needs.
  • Skill in using discretion and tact when dealing with all levels of leadership.
  • Ability to initiate action independently after receiving general guidance/direction.
