Data Networks, Inc (DNC), a subsidiary of ASRC Federal Holding Company, is currently recruiting for a Program Analyst with project management experience to support a federal government client located in Silver Spring, MD. This position is remote, but occasional travel to Silver Spring, MD may be required.

The duties for this role include, but are not limited to:

  • Provide project management over the execution and performance of NOAA/NESDIS supplemental funding from the Bipartisan Infrastructure Law (BIL), the Inflation Reduction Act (IRA), and well as other legislation as assigned.
  • Apply standard project management practices to track cost, schedule, and scope of the activities funded by the BIL and IRA, utilizing Gantt charts, SmartSheets, and Excel.
  • Review and track performance of funds against major milestones
  • Review reports provided by the budget execution team to monitor funds within NESDIS, as well as funds transferred to NESDIS from other NOAA Line Offices
  • Collaborate with NESDIS program offices to inquire about the timing and execution of grants and major projects funded by the BIL and IRA.
  • Oversee budget formulation for a portfolio of NESDIS programs, assisting in the preparation and review of annual budget requests to the Department of Commerce (DOC), Office of Management and Budget (OMB), and Congress.


Requirements

Qualifications:

  • Bachelor's Degree with 4+ years budget/project management experience or similar


Essential for the Role:

  • Highly organized with well-developed interpersonal and verbal communication skills.
  • Ability to gather and synthesize data from multiple source files and organizations to tell a coherent story to management.
  • Strong customer liaison and client management skills
  • Strong engagement, communication, and stakeholder management skills.
  • Experience with SmartSheets, a plus.
  • Passion for the NOAA mission, a plus.


Client Overview

The candidate will join an existing contractor team supporting the National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data and Information Service (NESDIS) organization. This position will reside within the NESDIS Office of the Chief Financial Officer (OCFO). NOAA/NESDIS provides scientific and technical leadership for the development of environmental satellite services and products.

NESDIS Headquarters provides programmatic, technical, and budgetary oversight of major satellite programs, as well as satellite ground development, operations, and science. Its executive team is responsible for balancing the needs of a diverse set of programs, while making efficient use of taxpayer dollars, and meeting the observational needs of its main customer, the National Weather Service. NESDIS HQ also provides coordination and support to the NESDIS financial management centers (FMCs), line offices, data centers, and missions, which include major satellite programs like the Geostationary Operational Environmental Satellite -- Series R (GOES-R), and the Joint Polar Satellite System (JPSS) program, the Office of Systems Architecture and Advanced Planning (OSAAP), the Center for Satellite Applications and Research (STAR), the Office of Satellite and Product Operations (OSPO), the Office of Projects, Planning and Analysis (OPPA), and the Office of Satellite Ground Services (OSGS), among others.
