Summary

This position is part of the Defense Threat Reduction Agency. The incumbent provides analysis of complex data and information to support the Weapons of Mass Destruction (WMD) Facilities Defeat Program Manager in the development of alternative, non-traditional operational capabilities to be employed by Special Operations Forces (SOF) in support of Counter Terrorism (CT) and Counter Proliferation (CP) missions.

  • The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
  • Valid Passport is required.
  • Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, Aug 30, 1993.
  • The incumbent is expected to be available for weekend travel, weekend layovers during travel, and long hours while in travel status. It is possible that the incumbent may be TDY approximately 25% of the time CONOUS/OCONUS.
  • Performance during non-standard hours and weekends may be required.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Expert experience in and subject matter expert (SME) in SOF (Special Operation Forces) breaching and/or defeat operations in order to develop methods for defeat of adversary facilities.
  • Expert experience with SOF (Special Operation Forces) and Countering Proliferation (CP) WMD (Weapons of Mass Destruction) tactical entry, production equipment, structural and security systems defeat tactics, techniques, procedures, and safety considerations, as well as all associated equipment, devices, and materials in order to advise leadership of contingency plans.
  • Expert experience in project management principles and practices to develop or assess Project Management Action Plans; ensure compliance with project requirements; anticipate timeline challenges and bottlenecks, establish milestones; and establish working relationships with the project owners and stakeholders for overall project management and resolution of problems.
  • Expert experience with the budget process and ability to prioritize and recommend resource allocation and develop investment strategies.
  • Expert skills in innovative thinking and resourcefulness when resolving programmatic/administrative issues that result from frequently changing priorities. Prepares and presents staff actions and reports; develops complex responses /analyses; develops subject information papers; and provides input for policy initiatives.
You may qualify at the GS-12, if you fulfill the following qualifications:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

ACQUISITION POSITION: This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 4 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
