Program and Project Manager - ( Hardware R & D )
Job Description
ColdQuanta is the leader in Cold Atom Quantum Technology, the most scalable, versatile, and commercially viable area of quantum. ColdQuanta is dedicated to making quantum a reality through the deployment of Information Processing Systems; and development of precision timekeeping, navigation, signal sensing, quantum communications, and networking solutions.
We are currently seeking an experienced Program and Project Manager (PM) to manage and support both government-funded and internal hardware R&D projects as well as organize the projects into a cohesive Program. The candidate will be responsible for managing multi-disciplinary scientific and engineering teams from ColdQuanta, government research labs, and other private companies. The ideal candidate will possess leadership qualities and skills that motivate project team members to drive both this project and others to success. The candidate will represent the company and project's interests vis a vis various government agencies. The candidate must be willing to travel within the US from time to time. She/he will be expected to jump into more than one project rapidly and be ready to:
- PMs with only Software management experience are not a good fit for this role
- Project Manage a portfolio of projects into a cohesive program (5 + years of experience in doing so)
- Be the first point of contact for established customer relationships to continue to grow projects and programs
- Dive into understanding the technical details of quantum hardware development to be able to coordinate resources been projects and with projects managed by other PMs
- Support proposal development and submission by working with contracting, legal, and proposal teams to develop technical volumes, work plans, statement or work(SOWs), project management plans, communication plans, quality assurance plans, risk management plans, and basis-of-estimates for government and commercial proposals
- Prepare schedules and budgets in collaboration with PIs and stakeholders across project teams
- Establish work plans and staffing for each phase of the project
- Prepare and monitor scope of work to maintain customer satisfaction and minimize scope creep
- Review status reports prepared by project personnel and modify schedules or plans as required
- Assess and manage the performance of subcontractors
- Conduct risk analysis and develop mitigation plans to ensure on-time release and delivery of project deliverables
- Devise and implement risk mitigation strategies
- Prepare project reports for management, client, or others
- Run project update meetings with both technical and non-technical project staff
- Participate in developing and writing statements of work (SOWs) and responses to RFPs
- Work well in a matrix environment and effectively influence stakeholders
- Support the compilation of project resource utilization into company-wide forecasts
- Help develop lessons learned and share innovations resulting from projects
- Monitor project performance to understand impacts to cost, schedule, and technical performance; actively prioritize deliverables: determine critical path amongst cross-functional deliverables
- When projects encounter significant obstacles, roll up your sleeves, dive into details, and lead problem solving efforts
- Contribute-to and improve technology and product roadmaps
Requirements
- Demonstrated expertise in project management for hardware-intensive R&D
- Expert-level schedule and budget tracking with MS Project and Excel
- Strong interpersonal skills for effectively managing labor resources
- Excellent organizational skills
- Be comfortable representing the company to build business with existing customers
- Applicants should thrive in a dynamic small business environment
- Experience with U.S. Government contract budgeting and cost reporting
- PMP desired
