BACKGROUND
The Development Economics Vice Presidency (DEC) seeks to increase understanding of development policies and programs by providing intellectual leadership and analytical services to the World Bank Group and the development community. DEC is the research and data arm of the World Bank Group. Located within the Development Economics Vice Presidency, the Global Indicators Group produces primary data and analysis on private sector development, with emphasis on regulations, institutions, and policies that promote job creation, economic productivity, and gender equality. The data products aim for reliability, relevance, and comparability, within and across economies. Paramount to the group is the integrity of the data it produces, with transparency of granular data and replicability of results as the cornerstone. The goal of the data, reports, and papers produced by the Global Indicators Group is to encourage and guide social and economic reforms that promote an efficient and fair business environment. The work also feeds into research produced by academia, international organizations, and think tanks, as well as policy advocacy conducted by civil society and non-governmental organizations.
The DECWL unit is responsible for producing indicators and analysis of laws and regulations that influence women's entrepreneurship and employment in 190 economies. Eight indicators are structured around women's interactions with the law as they begin, progress through and end their careers and affect economic decisions women make at different stages of their working lives. Results are presented in a series of annual Women, Business and the Law (WBL) reports, a website database of legal indicators, and policy notes that feed into WBG operational and analytical work, as well as regional, national, and local dissemination events (http://wbl.worldbank.org).
A highly motivated candidate is invited to join the DECWL unit. The position requires a mix of project management and strong analytical skills as well as a demonstrated ability to engage in policy dialogue with client governments and development partners. The selected candidate will report to the DECWL manager. The selected candidate will work closely with staff across the World Bank Group at headquarters, as well as in the field.
Roles & Responsibility
- Assist the DECWL Manager in supervising the implementation of Women, Business and the Law projects, and work closely with the rest of the team to ensure quality, impact and coordination across projects.
- Undertake substantial primary data collection design/implementation, data management, and research projects which contribute to our understanding of women's economic opportunities and broader development issues.
- Produce indicators and high-level analysis of WBL data with the highest standards of integrity, quality and efficiency.
- Provide leadership and technical inputs to the annual Women, Business and the Law report, research papers and other analytical outputs.
- Provide substantial intellectual contribution for the development of new indicators and product expansion into new areas.
- Guide research efforts and translate technical and cross-country knowledge into practical applications and contributions to country and sector strategies and for discussions with clients and development partners
- Ensure close collaboration with WB regional managers, development partners, senior government officials to develop business opportunities, increase awareness of the Women, Business and the Law data, and secure funding for new engagements/ initiatives.
- As needed, draft briefing notes and talking points for the WBG Sr. Management for internal and external engagements.
- Lead policy dialogue with government officials and private sector stakeholders and represent the unit at high-level meetings and events.
- Support the partnership with the donor community and facilitate/participate in formal and informal meetings with key donors.
- Identify resources from Trust funds and other resources to advance the Women, Business and the Law agenda.
- Acquire and apply knowledge of WBG governance processes as well as other operational policies and procedures. Oversee the conceptualization, approval and implementation of projects.
- Participate in dissemination activities including presentations to governments, donors, private sector organizations and academia as well as communicating with the media.
- Supervise and mentor junior staff to strengthen analytical content and policy relevance of their technical work.
- Provide managerial support and act for the unit manager as needed.
Selection Criteria
- Master's degree in economics (or a related discipline) with at least 8+ years of relevant experience in positions of increasing complexity and responsibility.
- Strong understanding of the Women, Business and the Law methodology and related research, and proven expertise in comparative legal analysis, including good practices and trends towards gender equality in the law.
- Proven ability to conceptualize, design and implement major projects and to produce major reports or studies.
- Extensive experience leading analytical work related to gender; experience with data collection projects from design to publication of data and associated research and knowledge of internationally recognized methods for cross-country benchmarking; Knowledge of international standards and best practices related to improving women's economic opportunities; Experience with expert surveys and firm-level survey design, data collection and analysis is an advantage.
- Proven ability to think and work across WBG, practices and sectors.
- Strong integrative thinking and ability to integrate divergent viewpoints of multiple external and internal stakeholders into a coherent strategy.
- Strong political judgment, diplomatic acumen, and negotiating skills.
- Experience with building key stakeholder relationships with government and other key stakeholders.
- Strong knowledge of World Bank Group's Twin Goals and the complementarities among different World Bank Group member institutions.
- Experience providing relevant policy advice and technical expertise to colleagues throughout the World Bank, as well as to policymakers in client countries.
- Strong understanding of Bank's development initiatives and policies and practices related to lending and non-lending operations; strong familiarity with DECIG products and processes preferred.
- Demonstrated ability to influence and persuade others to accept ideas and suggestions (such as counterparts in government, international partner organizations, academia, and Bank colleagues, senior staff and managers)
- Demonstrated ability to build strong relationship with donors and raise funds for the types of projects currently embedded in the Women, Business and the Law unit's work program.
- Understanding of the trust funds framework.
- Experience leading a team of professionals in the execution of major projects.
- High degree of self-motivation and proven ability to work independently under limited supervision and tight deadlines. Ability to multitask and work collaboratively in multidisciplinary and multicultural teams.
- Excellent oral and written communication skills in English with ability to translate research findings into policy relevant language. Knowledge of additional languages, in particular Arabic, French, Russian and Spanish is an advantage.
