Job Description:

Parsons is seeking a Program Director to support a major military construction program.

Specific tasks for the TDCS include but are not limited to the following:

a. Program performance monitoring to include:

i. Validate construction contractor performance and reporting

ii. Evaluate efficiency of construction contractor management of work activities

iii. Perform cost and schedule technical analysis including post-award Design Build (DB) design phase

iv. Validate high quality physical installation

v. Validate construction contract and project close-outs

b. Programmatic risk identification and mitigation strategy development to improve perform to plan (P2P) across the spectrum of PPA:

i. Forecast trends for proactive assessments and risk mitigation Courses of Action (COAs)

ii. Confirm incorporation of risk based decisions into program/project execution

c. Programmatic schedule integration and schedule management to ensure P2P

d. Frontline PPA/PRM CS personnel management and development to ensure effective, efficient and quality performance and deliverables:

i. Validate personnel expertise/experience qualifications meet government needs

ii. Validate sufficient and properly trained personnel on board to ensure P2P

iii. Validate personnel recognize the scope of their duties before commencing work

e. Prepare and present high level progress reports and briefs on overall program P2P success

Required Skills:

a. Registration as a Professional Engineer (PE) / Registered Architect (RA) / Project Management Professional (PMP) certification from the Project Management Institute (PMI) / Certified Construction Manager (CCM) credential from the Construction Management Association of America (CMAA) along with extensive experience of successfully managing large-scale construction programs

b. A degree in engineering from a four-year accredited Accreditation Board for Engineering and Technology (ABET) university or an architecture degree from a National Architectural Accrediting Board (NAAB) accredited university

c. 15 years minimum personnel management experience in an engineering, architectural, or construction firm

d. 10 years minimum experience preparing and delivering briefs to senior executives

e. 12 years minimum experience in construction program and/or project management with at least one program exceeding $500M

f. 5 years minimum A-E or construction experience on DOD project.

Additional Skills:

a. Registration as a Professional Engineer (PE) / Registered Architect (RA).

b. Prior experience working in similar capacities as listed in the PWS for a DoD entity (i.e., NAVFAC, USACE, AFCEC, etc).

Selected candidate will demonstrate the following:

a. Excellent executive level writing and brief preparation skills with the ability to effectively communicate ideas to senior leaders at all levels of authority.

b. Proactive in obtaining critical information from multiple stakeholders to effectively assess programmatic risk and develop mitigation strategies that improve performance across cost, schedule, safety and quality.

c. Ability to read and interpret contract documents with emphasis on performance schedule and risk analysis to ensure multiple contractors perform to plan (P2P).

d. Ability to lead, guide, motivate, and coordinate the work of professionals in a matrix organization (one in which there are multiple reporting relationships) and utilize effective, constructive, employee and team feedback for the purpose of improving performance.

e. Leadership expertise to assimilate contracted, civilian, and military personnel into high performing teams.

f. Expertise to develop creative and technically sound solutions to problems not remedied by standard, pre-defined processes.

g. Expertise in group dynamics, and program / project management tools.

h. Advanced programmatic management and leadership skills, such as managing and coordinating multiple multimillion dollar budgets, schedules and contracts.

i. Expertise and knowledge relating to program management, design process, construction management, schedule and cost growth control, and project close-out.

j. Experience in the use and application of Microsoft Office (Word, Excel, Project, PowerPoint, Outlook, OneNote, Teams), Adobe Acrobat Professional, Primavera P6 (version 17) and RS Means/CostWorks, and Success Estimator, etc. Experience with and/or the ability to learn how to effectively use eCMS.

Salary Range:

$148,400.00 - $267,100.00
