Program Financial Analyst II

As a Program Financial Analyst, you will be using your skills and expertise to review, monitor, and control project data in support of our internal and external project reporting. You'll be responsible for preparing budgets and schedules for contract work and assisting with cost proposals, pricing documentation "what-if" cost analysis, program cost forecasts, and cost variance analysis. You'll positively impact the business by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines

BA/BU Program Proposal / Execution Responsibilities

• Provide pricing documentation to be utilized in proposal development including 'what-if' program cost analysis
• Provide assistance in development of payment plans (Milestone, CLIN Liquidation, etc.)
• Assist in the utilization of product oriented or Business Area specific work breakdown structures (WBS) with responsibility assignment matrixes, WBS dictionaries, milestones, baseline establishment, and budgeting of projects/tasks
• Review of Cobra budget data, ensuring budgets tie to program baseline and are not exceeding contract value
• Work with PMs and APMs to complete program statusing, and ETC forecasting, resulting in accurate Program and Resource projections
• Develop management by exception reporting and analysis for senior management review
• Generate contractually required cost performance reports
• Provide notification to the Contracts department on limitation of cost or funds as required by the contract

BA/BU Program Monitoring and Controlling Responsibilities

• Provide Earned Value Management guidance, support, and reporting in accordance with established internal process and/or external requirements
• Provide detailed cost/schedule performance reporting including variance analysis
• Ensure accuracy of all program projections
• Perform analysis and provide associated cost, performance, resource, non-labor commitments, actuals, and trend reports
• Provide assistance in accurately claiming Earned Value

BA/BU Collaboration and Representation Responsibilities

• Participate in role specific working groups
• Partner with other Business Areas and Corporate Functional groups on process and tool improvement as it relates to the Project Analyst role

Must-haves:

• Bachelor's degree in Finance, Business Administration, or related field of study and at least 3 years of relevant experience
  
  • Higher education may substitute for relevant experience
  • Relevant experience may be considered in lieu of required education
• Ability to analyze and effectively communicate programmatic and financial information
• Ability to take initiative and be proactive to ensure quality and timeliness of deliverables
• Ability to be resourceful and apply appropriate problem solving skills
• Skilled in MS Office products

Preferred:

• Experience with Earned Value Management

Estimated Starting Salary Range: $68,926.06 - $94,773.33
