The Work:
In this important role, the on-contract Program Management Sr. Staff will:
- Work on mission as a lead and coordinate with the Program Management Office (PMO)
- Allocate resources (staffing, facilities, and budgets) within mission task order scope
- Review and approve all earned value, Estimate To Complete, Funds and Man-hour Expenditure
Report, or other financial reports as appropriate
- Ensure cross-discipline integration within the contract to meet Government needs
- Work with the higher level program manager or Deputy Program Manager to provide effective and efficient
management of the effort
- Review and propose the Integrated Program Baseline (or resource loaded schedule) to the Government mission leads
- Review risk and risk mitigation activities
- Prepare program status reviews and other formal reviews to be presented to the Government PM or mission leads
- Communicate issues and solutions to the PM, DPM and/or the Government PM in a timely and transparent manner, as is appropriate
- Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staff
- Assist the Government PM by providing input to statutory acquisition reports and responses to Congressional Questions for the Record (QFRs)
- Coordinate the preparation of Engineering Change Proposals (ECPs) and value engineering proposals to the Government PM

The program performs the analysis, design, development, integration, test and deployment, securing, modernization, and operations and maintenance (O&M) and decommissioning activities of RF and optical capabilities for high-capacity (multi-channel) telecommunications networks.

Basic Qualifications
- Current Active US Security Clearance TS/SCI with polygraph
- Ten (10) years experience as a program or project manager in managing programs
- Certified with one of the following: PMP or FAC-P/PM Mid-Level or Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Program Management
Desired skills
- Demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting
- at least one (1) year of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management
- Knowledgeable of the guidelines provided by the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS), DoD 5000 series, and ICD 801 policies
- Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required

Work Schedule Information
Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Colorado Pay Statement
Pay Rate:
The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, or Washington is $134,300 - $257,400 . Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
Benefits offered: Medical, Dental, Vision, Life Insurance, Short-Term Disability, Long-Term Disability, 401(k) match, Flexible Spending Accounts, EAP, Education Assistance, Parental Leave, Paid time off, and Holidays.
(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
This position is incentive plan eligible.
Premium Pay Statement
Pay Rate:
The annual base salary range for this position in most major metropolitan areas in California and New York is $154,400 - $290,900. Please note that the salary information is a general guideline only.
