ASRC Federal Holding Company is seeking a Program Manager to support the National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) organization overseeing a Financial Management Services contract in Silver Spring, MD.

This is a hybrid role. The work will be performed remote but must live within a commutable distance to the DC metro area for on site support in Silver Spring, MD and Suitland, MD.

NOAA/NESDIS provides scientific and technical leadership for development of environmental satellite services and products. NESDIS Headquarters provides programmatic, technical, and budgetary oversight of major satellite programs, as well as satellite ground development, operations, and science. Its executive team is responsible for balancing the needs of a diverse set of programs, while making efficient use of taxpayer dollars, and meeting the observational needs of its main customer, the National Weather Service. NESDIS HQ also provides coordination and support to the NESDIS financial management centers (FMCs), line offices, data centers, and missions, which include major satellite programs like the Geostationary Operational Environmental Satellite -- Series R (GOES-R), and the Joint Polar Satellite System (JPSS) program, the Office of Systems Architecture and Advanced Planning, the Center for Satellite Applications and Research (STAR), the Office of Satellite and Product Operations (OSPO), the Office of Projects, Planning and Analysis (OPPA), and the Office of Satellite Ground Services (OSGS), among others.

The Program Manager will manage an existing, high performing team and will have overall responsibility for contract technical, schedule, and cost performance of the contract, and act as the primary and accountable point of contact for the customer. The PM will be responsible for overall performance including fiscal, operational, administrative, and resourcing aspects.

Roles/Responsibilities:

  • Provides program team leadership and has overall responsibility for ensuring successful management of the program for both external and internal customers.
  • Serves as the primary customer point of contact within the organization. Coordinates with both internal and external customers to ensure all program objectives and expectations are aligned and executable.
  • Manages all staff, including conducting performance reviews and focusing on employee growth
  • Performs staff planning to assure optimal allocation of resources to meet nominal, surge sag mission requirements
  • Manages all subcontractors, including overseeing subcontractor technical, cost, and schedule performance
  • Works to resolve conflicts among the team, including the external customer; aligns expectations, and develops both short term and long-term plans to lead the program
  • Ensures program and subcontractor team understands and has appropriate resources to meet and verify all contractual requirements (cost, technical, schedule) and conducts regular program reviews, both internal and external, to report and track performance
  • Fosters a culture of continuous service improvement and innovation
  • Accomplishes human resource objectives by overseeing all recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining of employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions; enforcing policies and procedures.
  • Maintains quality service by establishing and enforcing organization standards
  • Provides input to the company's strategic planning process and recommends new business pursuits and/or possible expansions

Requirements

Basic Qualifications:

  • Bachelor's degree and 12+ years of experience in demonstrated program management or 10+ years with Masters, 6+ with PhD
  • Skill in using discretion and tact when dealing with all levels of leadership.
  • Ability to manage multiple projects in a fast pace working environment.
  • Ability to initiate action independently after receiving general guidance/direction.

Preferred Qualifications:

  • PMI Project Management Professional (PMP) Certification or similar certification is desirable.
  • Knowledge of software development lifecycle (Agile) a plus.
  • Familiarity with the NOAA mission and organizational structures a plus.
  • Existing knowledge of NESDIS satellite portfolio a plus.
  • Commitment to NOAA's mission highly desired.
  • Experience managing a program with 30+ employees
  • Experience managing budget and financial program data
