Department Summary:
The Biomedical Innovation Division's mission is to enable our sponsors and our nation to move health innovations to people at the pace of science. The Division serves the Department of Health and Human Services' (HHS') National Institutes of Health (NIH), Food and Drug Administration (FDA), Assistant Secretary for Preparedness and Response (ASPR), Immediate Office of the Secretary (IOS), and other components with a similar mission. The Division's work focuses on areas such as biomedical research and commercialization, global biosecurity, health equity and bioethics, health policy, acquisitions, data analytics, data science, organizational design and change management, cyber security, artificial intelligence, cloud computing, and health policy, operations, and strategic planning.
Roles and Responsibilities:
The Program Manager will support work development and project management execution across all phases of the work life-cycle for a defined portfolio. Responsibilities will include:
- Leadership :
- Participating as a member of the Department's leadership team, including assisting with developing and delivering upon the department's strategies and programs, owning elements of work development, and shaping, meeting with senior sponsors, escalating risks and issues and developing mitigation plans in partnership with the Project Leaders, and working closely with Project Leaders to ensuring high quality project delivery and management.
- Strategy :
- Work with leaders from MITRE, our sponsors, and other federal leaders to form government strategies to achieve sponsor outcomes.
- Work with Department and Division leadership team to define and execute the sponsor strategies for achieving those outcomes.
- Develop and maintain a thorough and up-to-date understanding of the sponsor's mission, their organization, and the political, economic, and technical environment that impacts the sponsor's organization and mission.
- Sponsor Engagement:
- Proactively engages sponsors on the realization of their outcomes. Provides sponsors with insightful, fact-based, unbiased advice on the realization of those outcomes, with or without a task order.
- Ensures that engagements with sponsors and stakeholders are planned, coordinated, and communicated appropriately.
- Develops relationships with key sponsors at all levels, in partnership with the Department Manager and the Project Leaders. Develops broad understanding of agency needs and culture and identifies ways to integrate across the work program to solve difficult problems.
- Work Development
- Taking ownership of new opportunity development and work shaping in the specified portfolio, in partnership with Department leadership. This includes representing the Department leadership team with potential and current sponsors, developing Statements of Work and Cost Estimates for emerging projects, strategizing about task and staffing approaches for new projects; developing Technical and Cost Proposals, and effectively staffing projects for success.
- Project Management and Support
- Oversee and ensure the accuracy of financial and staff plans pre and post award; monitoring individual project budgets and plans across the assigned portfolio of work, working with the appropriate Project Leaders to ensure budgets are within task award budget and necessary staffing resources are assigned to the project.
- Provide advice to Project Leaders on potential project resources, including subcontractors. Share information about the MITRE network and how to bring on best resources to the project. Assist PLs with staff feedback as needed. Build relationships with key MITRE Innovation Centers to enable effective resourcing.
- Help manage and lead the department Project Leader meetings, financial reviews, project reviews, and support action items identified. Help ensure PLs are aware of bigger picture of how the project may connect to other projects within MITRE.
- Risk Management: Identify department-level project risks to discuss with Department Manager, suggest mitigation plans. Coordinate with project leaders to ensure project risks are appropriately logged, tracked and mitigated.
- Quality and Delivery Excellence
- Support key deliverable development, quality reviews, and oversight for multiple projects and deliverables. Help PL identify peer reviewers. Reviews Quarterly Surveys with PLs and addresses concerns.
- Facilitates monthly review and discussion of the project work plans, manages agreed upon updates to work plan document and coordinates submission of revised work plans, to the sponsor, as needed.
- Review the Monthly Progress Reports (MPR) for the assigned portfolio of work to ensure that reports are high quality, focus on outcomes and are delivered on time.
- Integration & Reach Across
- Collaborate and partner across projects and with staff in other Health FFRDC departments and divisions to identify synergies and connections for new work programs and increased impact and excellence on existing work.
- Staff Development and Workforce Shaping
- Develop and coach Project Leaders as needed to ensure effective sponsor partnership/relationship, excellent quality deliverables, and high performing project teams. Build bench of emerging leaders to enable rapid response to surges in sponsor needs.
Minimum Qualifications:
- Typically requires a minimum of 10 years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience.
- Understanding of culture of NIH, and HHS agencies and how to most effectively work within NIH environment essential.
- Ability to maintain strong relationships with project leaders, sponsors, and Division leadership team
- Ability to travel locally to Bethesda, MD location and the Washington, DC metropolitan area
- Program and Project Management Skills with demonstrated ability to deliver high quality products and delivery excellence.
- Demonstrated leadership capability and coaching skills.
- Exceptional communication and interpersonal skills.
- Experience in managing budgets and resources.
- Experience in MS Office (Excel, Project, Visio, PowerPoint, Word).
- Ability to multi-task, prioritize commitments, and manage time effectively in a fast-paced, time-sensitive, quality-oriented environment is required.
Preferred Qualifications:
- Domain knowledge of NIH and other HHS agencies (e.g., FDA, CDC, CMS) is preferred
- MBA or MS degree in a related field or healthcare
- Experience working in the Federal environment is strongly preferred.
- Advanced degree (e.g., Masters, Doctoral) preferred.
- Business, external sponsor, and internal staff engagement and relationship-building skills.
- Natural curiosity, creative thinking, and a desire to be stretched and challenged.
- Prior experience as a MITRE project leader or task leader
