Program Manager
Summary of the role:
The Program Manager manages all continuing Airport IT operations and projects at the airport site. Oversee all projects with our customer Aviation Team and manage the growing onsite support organization that meets our customer's objectives and solves their challenges. All duties as assigned and documented are expected to be completed. Obtain committed delivery timescales internally, communicate accordingly to Customer: ensure their adherence to the plan & follow up on delivery dates.
In this role you'll:
- Oversee the establishment of Project Execution Plan, Health and Safety Plan, Submittals, Quality Assurance/Quality Control Plan, and other project documents as required
- Establishes the program requirements for all areas of the projects, and monitors the draft and final deliverables for adherence to these criteria
- Plans, directs, supervises, and controls the execution of all business, onsite support, technical, fiscal, and administrative functions of the assigned project.
- Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.
- Provides input to performance reviews and development plans for subordinates.
- Field responsibilities may include labor relations, local procurement, and payroll operations, etc., if required
- Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
- Discusses the qualifications required of the key project positions in specific detail with department managers.
- Collaborates with the office facilities staff to address project space requirements
- Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project
- Ensures that the project meets or exceeds established goals
- Works with the key project individuals to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.
- Advises the client and company management of any such changes. The Project Manager is specifically responsible for maintaining current and timely change orders
- Promotes technical and commercial excellence on the project through application of Quality Assurance processes.
- Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
- Establishes weekly meeting to review project status and formulate action items
- Performs other responsibilities associated with this position as may be appropriate.
- Creates overall organizational design and optimizes resource allocations based on the long-term vision of the organization and available financial resources
- Provides leadership and direction to Program Managers, Design Managers, Onsite staff and other coworkers to ensure the continued development and management of an efficient organization
- Establishes effective decision-making processes that achieve goals and objectives
- Interface with airport management related to the projects
- Resolves complex issues with multiple internal and external stakeholders which add value to the overall management of the organization
- Creates and promotes a positive, inclusive work environment that supports consistency throughout the organization's strategic and operational methods
- Oversees the financial status of the organization including developing long and short-range financial plans.
- Monitors the budget to ensure sound financial controls are in place.
- Sets financial priorities to ensure the organization is operating in a manner that supports the Program's financial goals
- Duties are to be performed in accordance with the airport's Project Management Guidelines which include best practices for PM customized for the airport's specific needs
- Confers with company and airport project personnel to provide technical advice and resolve problems while ensuring that all problems are responded to or escalated within predefined time constraints.
- Confers with project personnel to provider or receive technical advise and resolve problems.
- Monitors daily activities of the airport operation as well as all systems daily to ensure continued 24/7 operation
- Implements Airport IT software and hardware solutions and ensures the successful continued operation of all installed computer hardware and software on a variety of systems throughout the airport.
- Develops and maintains technical and project documentation and coordinates all corrective and preventive maintenance, quarterly maintenance, and daily and out-of-hours work to ensure all support levels are maintained.
- Mobilize and coordinate line organization (product management, development, vendor management and service delivery management) to assure delivery of 1A commitments in line with customer expectations
- Escalate major issues impacting the delivery of customer service
- Stay up to date with product evolutions and Portfolio expansion
- Manage Change Proposal Process - Direct/Main Airport Customer Contact / Post implementation, Regular
- Meetings, Hardware Maintenance, RMA Process, Hand-Over from Project to BAU, Reporting and CSP, Supporting APT Products for each customer
- Development of project scopes, budgets and schedules
- Lead technical aspects of contract negotiation, presentations and meetings
- Preparing and leading presentations to client and team
- Maintenance of clear lines of communication and contractual relationship between Project Manager, design team and staff
- Establishment of project costs, review of budgets, management and approval of project cost reports
- Oversee the generation review of project change orders, cash flows, forecasts and estimates
- Scheduling and supervision of internal and external coordination meetings with contractors, engineers, and others as may be necessary
- Represent respective projects at meetings and conferences
- Make recommendations on project staffing, evaluates subordinate staff
- Lead in the formulation of advance technical concepts in proposal development, preliminary project/program phases, and presentations to client
- Contribute to the Airport IT Dashboard (An Airport IT SharePoint will be created and maintained per Airport / Customer in order to provide accurate visibility of all issues, problems and deliverables)
- Manage -Staff/Personnel Activities - Timesheets, ADP Management, Performance Reviews, Disciplinary Activities, Hiring, Termination, Interviews
- Develops quality assurance test plans and directs or performs the quality assurance testing
- Trouble shoots any and all issues using analytical skills, problem solving techniques, time management skills and escalate for help when needed.
- Must adhere to the airport authority contract and work hours
- Submittal of Daily status reports each day, at the end of each shift, and the reports are to be sent to designated Amadeus management and designated Airport Authority staff.
- If Program Manager does have subordinates, Program Manager is to supply Weekly Status Reports to Management and subordinates are required to supply Daily Status Reports to Program Manager.
- Reviews monthly ticket reports for correct troubleshooting and resolution content
- Adhere to standard Delivery Management processes, procedures, tools and techniques
- Act as prime point of escalation for all ongoing functional issues (e.g. CP & Work Orders for delivery)
- Participate in a continuous improvement process for measuring and improving performance, satisfaction and skills (via targeted training)
- Backfill on site missing staff due to vacation, illness, or vacancy
About the ideal candidate:
- Bachelor's degree (B.A.) from four-year College or university plus 6 years related experience; or six to 10 years related experience and/or training; or equivalent combination of education and experience.
- 6 - 10 year related experience and/or training, or equivalent combination of education and experience
Computing:
- Knowledge of PC and Server operating systems
- Peripheral communication knowledge (serial and TCP/IP)
- Networking skills including but not limited to physical and logical LAN, WAN and Routing
- Knowledge of highly available designs for mission critical applications
- Experience with Virtual machine solutions including VMware Workstation, Player and ESX Server
- Machine duplication or imaging and remote installation technologies
- Understanding of application server technologies - ie. IIS, Tomcat, JBOSS
- General understanding of RDBMS installation configuration and administration
- Knowledge of travel industry standards - i.e. IATA, AEA, ATB
Languages:
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Specific Knowledge:
- Bachelor's degree in engineering, or on the job related field experience
- Minimum of 5 years of related project management experience including large project experience
- Requires ITIL 4 Certification plus CCNA, MCSA, AWS, or Azure-PMI certification.
- Additionally need five (5) years of Site Management and five (5) years of CCNA, AWS, AZURE, or MCSA Experience
- Strong understanding of airside, landside, and terminal planning and design and experience in managing projects from planning through completion on large hub U.S. commercial airports
- Must have ability to deal effectively with a wide variety of industry, government, and public contracts on project-related matters
- Excellent oral and written communication skills; strong interpersonal skills; and the ability to clearly and effectively present complex information to all levels of employees, management, and clients
- Strong analytical and problem solving skills
- Valid driver's license required
- In addition, must meet standards to qualify for and maintain the Company's vehicle driving privileges as outlined in the Company's Motor Vehicle Safety Policy
- Professional Certifications preferred such as Project Management Professional (PMP), Certified Construction Manager (CCM), and American Institute of Certified Planners (AICP)

- Must be able to pass Security clearance to work in a TSA secured environment
- Must have excellent communication skills
- Must have excellent organizational skills and pay great attention to details.
- Must be able to manage your time, and be able to work multiple issues at the same time.
- Must have the ability to work independently and with a team
- Must have valid driver's license and possess a vehicle for service calls.
- Must be able to pass airport security screening and maintain an airport badge.
- Must be able to work a flexible shift which includes working day and night shifts, along with weekends and holidays
