Description

The Multidimensional Information Data Analytics System (MIDAS supports the complex analytics necessary to provide decision support services for business areas operating under the purview of the Affordable Care Act (ACA) within CMS. MIDAS is a big data solution implemented on AWS and provides data analytics services and reporting capabilities for a diverse customer base. While this enterprise level data solution ingests, curates and aggregates data from more than 30 data sources, it offers the agency's data users pre-defined and adhoc reports, self-service data platform and multiple standardized data products for critical business operations and analysis. These reports and data specifically support decision making within CCIIO.

  • Align programs, projects and operational activities with strategic objectives of both Sparksoft and the customer organization.
  • Partner with other stakeholders such as Business owners, Federal Government Task Leads and Sr. Management, Customer Success, Professional Services, Support, to implement prioritized projects and measure success against stated Objectives.
  • Responsible for managing one or more highly complex or enterprise-wide IT program(s) consisting of multiple projects.
  • Develops the program strategy, supporting business case and various enterprise-wide high-level project plans.
  • Ensures integration of projects and adjusts project scope, timing, and budgets as needed, based on the needs of the business.
  • Communicates with IT leadership, business leadership and IT Business Consultants to communicate program strategy, direction and changes.
  • Responsible for delivering all projects contained in the IT project portfolio on time, within budget and meeting the strategic and business requirements.
  • Responsible for tracking key project milestones and recommending adjustments to Project Managers.
  • Partners with senior leadership of the business community to identify and prioritize opportunities for utilizing IT to achieve the goals of the enterprise.
  • Establish and Maintain Sparksoft processes and procedures to ensure alignment with successful compliance practices.
  • Prepares compliance status reports for internal management and regulatory agencies as required.
  • Assists with implementation of various compliance initiatives and other compliance duties as assigned.

Requirements

  • Typically has 10 to 15 years of IT and business/industry work experience, with at least 3 years of experience in a leadership role and 8+ years managing projects.
  • Bachelor's or Master's Degree in Computer Science, Business Administration, or another related field. Or equivalent work experience.
  • Project Management certification is required. SAFe Agile/Scrum/SPC/ PMI-ACP certification preferred.
  • Must possess extensive knowledge and expertise in the use of Project Management, SAFe Agile methodologies, and tools.
  • Knowledge of CMS CCIIO / ACA Health Insurance and Marketplace data is preferred.
  • Prior experience with implementing and maintaining Big data in AWS Cloud using modern/open source technology is preferred.
  • Strong organizational skills and the ability to help construct and maintain compliance best practices across the GCS organization.
  • Collaborative team player with a strong desire to achieve results while respecting the company's core values framework.
