MIGA's Operations Department (MIGOP) is seeking a highly experienced, motivated, and proactive Program Manager with a strong background and direct experience in financial management, budget management, program management, and process/procedure management and Internal control. The successful candidate will report to the Directors of Operations and will be responsible for providing effective and high-quality management support to ensure smooth operations within a fast-paced environment.
DUTIES AND RESPONSIBILITIES:
The incumbent is expected to play a significant role in providing management, budget, and administrative support and reporting for the operations department headed by two Directors. She/he will be part of a small management team within MIGA Operations and will interact extensively with other key staff members throughout MIGA as well as external partners and will be expected to perform a wide range of management and administrative duties.
The duties and accountabilities of the Program Manager will include, but not be limited to the following:
Pipeline Management and Reporting:• Manage business projects' pipeline and perform periodic reviews, tests and reconciliation of individual projects, as well as the database systems to ensure high level of data integrity
• Coordinate with project teams to perform weekly project pipeline updates
• Prepare annual business program targets and projections and present for management's review and approval
• Monitor progress of guarantee business activity and prepare periodic and adhoc, progress and outcome reports and analyses for submission to management, the Board and EXC
• Coordinate systems development and liaise with IT to make relevant upgrades that may be needed from time to time
Business planning, Resource management and Reporting
• Support the Directors of Operations as well as Sector Managers in devising budget and business plans, including regional hubs in Europe, Africa, Asia, and Latin America.
• Prepare business plans, establish business targets and resource (budget and staffing) targets, formulation, and allocations, covering various funding sources consistent with MIGA's strategy, priorities, and objectives
• Support the Directors in providing oversight, and managing multiple budgets, as well as handling the administration of trust funds
• Coordinate and provide oversight to all travel for the Department, including quarterly travel plans, travel budgets, etc.
• Review expenditure and monitor resources utilization for all funding sources; liaise directly with MIGFR RM on departmental budget exercises and provide monthly budget reports to Directors and Sector Managers
• Identify opportunities for more efficient use of operational resources and oversee implementation of appropriate changes
• In coordination with other key staff members in MIGA, provide support to establishment and management of Trust Funds, manage administrative Donor Funding and other financing arrangements for the operations department (requires trust fund accreditation)
Administration and Procurement:• Support the Directors of Operations in general management of the Department, managing business processes and workflow in MIGOP, and ensuring that they are adequately briefed and informed of important issues. Ensure adequate prioritization, regarding issues brought to the Directors attention either for information or action and provide input analysis and recommendations as appropriate
• Coordinate work and process flow between MIGOP HQ, MIGA SMT and MIGOP staff in field offices (Europe, Asia, Latin America and Africa). Ensure that field offices are well-resourced and administered and that staff in the field have adequate support from MIGA headquarters. Manage field office co-location matters with other WBG entity hosts
• Coordinate and prepare MIGOP's technical contribution to MIGA's "Letters of Representation"
• Ensure that WBG procurement guidelines and internal control processes are widely known and followed by department staff
• Manage and oversee the engagement and administration of consultants and consulting firms
• Promote knowledge sharing. Design and propose solutions for process improvements and present to management for review and clearance
• Work independently on a variety of issues affecting MIGOP and maintain regular contact, both formally and informally with a wide range of staff to stay abreast of emerging issues requiring attention, and establishing a systematic interaction with staff for follow-up
• Initiate and carryout out other relevant work in support of the Department's strategies and deliverables
• Support the MIGOP Directors on HR-related processes, to include but not limited to staff recruitment, , staff mobility, HR actions, positions management, provision of high-level feedback, interviewing, and reference checking, as needed.
• In liaison with the Directors, provide oversight of departmental technical and product training, and orientation for new staff in MIGOP, and contribute to high quality performance management in MIGOP and other work related to human resources
• Oversee the work program of the information analyst and help him/her succeed; ensure MIGA's Records Management adheres to WBG and MIGA policies.

Selection Criteria
• Master's degree in business, finance, economics, or related discipline plus a recognized professional accreditation (CPA, CMA, CIMA, ACCA, etc.)
• A minimum of 8 years of relevant experience, including directly relevant experience in financial management, budget / resource management, program management, process/procedure management and country/field office management
• Proven project management skills and ability to lead, innovate, and be solution oriented
• Solid understanding of World Bank Group procedures as they affect budget, human resources, and administrative activities. Knowledge and experience at World Bank and IFC are desired
• Strong knowledge of SAP processes and transactions
• Strong analytical skills and ability to identify substantive issues and propose solutions. Ability to see the big picture, think strategically and deliver the details
• Experience in producing high quality work within very short deadlines, to prioritize work effectively among multiple competing demands, and adapt to unexpected work program needs
• Ability to anticipate, with quick response, capability, and selectiveness. Flexibility to address a wide range of issues and situations, often at short notice. Experience in working in a Department Front Office a plus
• Ability to balance individual needs with Institutional practices, values, and guidelines
• Outstanding communications (written & verbal) and interpersonal skills with multi-cultural sensitivity, positive reputation for acting with discretion in dealing with staff at all levels. Ability to build effective work relations with colleagues and clients, and to influence others without formal authority. Ability to deal with difficult situations with patience and tact, yet with firmness
• Superior organizational skills. Strong follow-up and follow-through skills
• Cross-cutting experience in finance, resource management and administration is strongly required.
