Program Manager

Location: Richmond, VA - LOCAL CANDIDATES ONLY!
Hybrid - Must work onsite 2/3 days per week 
*Must be able to interview onsite in Richmond, VA
Required Skills: 

• Experience with Investment Planning 
• PMP or PMI certification 
• People & Resource Management experience 
• Project, vendor and risk assessment experience 
• Large project management experience 
• Financial strategy and budget tracking experience 
• Microsoft Project 
• Knowledge of Cloud Infrastructure, cloud-based solutions, data management and analytics 
• Experience in IT Infrastructure delivery (networking, physical plant, vendor management, site provisioning)

• Current Project Management Professional (PMP) from the Project Management Institute (PMI)
• Candidate must have a minimum of 15 years’ experience managing large-scale projects involving technology procurement
• Solid understanding of software development life cycle models as well as expert knowledge of both Agile and Waterfall project management principles.
• Balance business/technical background with sufficient level of technical background to provide highly credible leadership to technology teams.
• Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server)
• Bachelor’s degree
• Experience with VITA’s Commonwealth Technology Portfolio (CTP) system and ECOS/COVRamp
• process is strongly preferred.
• Experience with the core Commonwealth IT procurement processes (RFP, VITA)
• Statewide Contract, and CAI SOW) is preferred.
• Knowledge of technology and methodology of computer and network systems and software.
