Program Manager

As the Program Manager on our Defense Team, you will collaborate with multiple stakeholders to assure national security missions to provide a continuous data analytic rapid prototyping capability as a service, which the government then employs in a portfolio of projects that deliver operational prototypes to Combatant Commands, Military Services (Army, Navy, Air Force, etc.), and Special Operation Force (SOF).

The program provides support to maintain a responsive, flexible capability for rapid prototyping of data solutions and capabilities (data integration, analysis, visualization, etc.) in support of critical national security mission requirements. The Program Manager will manage 4 to 6 full stack teams-based on an Agile environment.

Location: Ft. Belvoir, VA with time spent at NT Concepts HQ in Tyson’s Corner, VA. (Some telework may be an option).

RESPONSIBILITIES

The Program Manager oversees a multi-disciplined team with skillsets covering project management, software development, data science, data analytics, geospatial analysis, UI/UX interfaces, plans & operations, and training. This group will be divided and deployed as needed to develop multiple and simultaneous rapid prototypes and assist in the transition to end owners/users. The team will be divided between Ft. Belvoir and NT Concepts offices and will include subcontractors.

Specific tasks include, but are not limited to:

• Ensure all objectives and agreed upon and deliverables are clearly planned, documented, monitored, and reported upon in accordance with an integrated project schedule.
• Give direction to rapid prototyping (SCRUM) team leads.
• Management of subcontractors.
• Represent NT Concepts as the main point of contact for contract performance.
• Ensure communication with Government Product Managers and NT Concepts data prototyping teams are supporting quality performance, transparency, and accountability.
• Proactively address risks and challenges to achieve programmatic success.
• Ensure administrative support of full stack teams to include travel planning, contract reporting, and talent management.
• Ensure end customers (Combatant Commands, Military Services (Army, Navy, Air Force, etc.), and Special Operation Force (SOF) are satisfied with delivered prototypes
• Support, planning, and conducting periodic management reviews.

REQUIREMENTS

Education/Experience:  

• Bachelor’s degree in science, engineering, or a related technology field with 10 years of management experience (or Master’s degree with 7 years management experience)
• U.S. citizen with an active Top Secret/SCI security clearance
• Working knowledge of data science, AI/ML, Agile software development practices
• Exposure to DoD data analytic needs and associated tactical programs
• Managing rapid prototyping teams
• Program Management experience within DOD
• Ability to travel overseas in support of deployed prototyping teams if necessary
• Strong written and verbal communication skills
• Proficiency in the Microsoft Office suite, e-mail, and telework software
• Prolonged periods setting at a desk and working on a computer

Desired Experience:

• Program Manager experience leading and managing Cost Plus Fixed or Award Fee programs
• Current PMI PMP certification
• Agile Certification
• Understanding of Combatant Commands, Military Services (Army, Navy, Air Force, etc.), and Special Operation Force (SOF) mission sets as they relate to countering weapons of mass destruction/ counter proliferation

Physical Requirements:

• Prolonged periods of sitting at a desk and working on a computer
• Must be able to lift 10-15 pounds at times
