We are currently seeking a Program Manager to join our team in Baltimore, Maryland (US-MD), United States (US).
NTT DATA is seeking a Program Manager, in a Fully Remote position, to support a key Federal client within our HHS practice. This senior-level IT leader is expected to provide the vision and strategy to manage the multiple technical disciplines to support large-scale end use compute services within the HHS.
Our Program Manager will manage NTT DATA resources and operations to achieve an end-user centric IT solution that provides innovative information technology and a support model that enables end-users to be efficient and effective. It includes the following attributes: (1) Provide users with an ongoing innovative and seamless experience while utilizing systems, applications, and solutions; (2) Proactive secure development of IT integrations, concepts, and designs across the enterprise; and (3) Integrating end-user computing devices, conference room technology, infrastructure hardware/software, and user applications into a streamlined and seamless experience across the user base that fosters a positive end-user experience while ensuring the protection of data. The successful candidate will develop scalable, repeatable processes and solutions in a complex Public Sector environment, enhancing the effectiveness of the mission and smoothly integrating existing service offerings into new opportunities with the client.
The Program Manager shall establish integration with the client organization's strategy, delivering value and maintaining a minimum level of competency. In accordance with the agreed contract, the Program Manager shall establish a baseline from which they can plan, implement, demonstrate compliance, and measure improvement. The Program Manager shall build a schedule of activities describing the work to be performed, the budgeted cost for this work, the organizational elements that produce the deliverables and the performance measures showing this work is proceeding according to plan. The Program Manager shall establish integration with the client organization's strategy, delivering value and maintaining a minimum level of competency. In accordance with the agreed contract, the Program Manager shall establish a baseline from which they can plan, implement, demonstrate compliance, and measure improvement. The Program Manager shall build a schedule of activities describing the work to be performed, the budgeted cost for this work, the organizational elements that produce the deliverables and the performance measures showing this work is proceeding according to plan. This includes:
- Decompose the project scope into an Agile tool, describing the production of all deliverables traceable to the requirements.
- Assign Responsibility to Work Packages (the groupings of deliverables) for the named owner accountable for the management of resource allocation and cost baseline and technical delivery.
- Define deliverables, milestones, internal and external dependencies, appropriate schedule and cost margin.
- Develop a Time-Phased budgeted cost from labor and material costs in each project as a whole. Assure dedicated Scrum Master and dedicated Scrum Team, allocation of proper resources, can be met and budget profiles match expectations of the Produce Owner.
The Performance Measurement Baseline (PMB) will define:
- The deliverables that fulfill the needed business capabilities
- The estimated duration and work effort for each Work Package
- The Scrum Team required to produce these deliverables within the established time frame and any dependencies both internal and external.
The Program Manager will be responsible for client reporting on a recurring and ad hoc basis. These reporting efforts may be conducted at all levels of the client organization and the successful candidate should be able to tailor an accurate and consistent message that is appropriate to each audience.
Preferred Skills:
- Must possess a demonstrated track-record of structuring and supporting long-term opportunities with total contract values between $100 Million and $500 Million. This includes being able to understand the customer's challenges to develop a blended combination of technology and business solutions encompassing financial models, service definitions, service level expectations and timeframes to help them meet their mission. This will be reflected by a background of leadership in the pursuit and closure of multi-year ITO and/or BPO services agreements.
- Broad knowledge that spans a wide range of capabilities and their respective cost structures in the areas of managed services, end-to-end client outsourcing and workplace services.
- Experience with the delivery of Dynamic Workplace solutions in an expansive End-User Computing landscape
- Practical knowledge of ITIL, Enterprise Architecture, Agile, SAFe, and DevSecOps methodologies is desired. This includes how these capabilities must be assembled into an operational delivery model that is both financially and technically sound.
- Must understand the "numbers" and be able to drill down into the details and make the business case from financial perspective in developing accurate and standardized costing (pricing models) for delivery solutions. This will be supported by "hands-on" experience in managing, interpreting, and executing balance sheets.
- Excellent planning and organizational skills-will bring the ability to respond appropriately to new business cycles across the scope of service offerings.
- Strong executive presence and professional image.
- Exceptional communication skills (written and verbal). Ability to develop executive level (value-based) conversations with senior level decision makers (CEO, COO, CFO, CIO, etc.) and put together, or deliver, value-based proposals to clients in the targeted industry sectors.
- A team player; someone comfortable working in a highly collaborative, team-oriented culture.
- Must have the ability to effectively utilize and lead/direct Subject Matter Experts (SMEs) during the solutions development and sales pursuit process.
- Must be action and results-oriented - a "take-charge" leader with strong business case development and closing skills.
- Must be willing to travel as business needs dictate.
- Proven track-record of success in a senior IT position supporting a critical government client in the Healthcare sector.
Basic Requirements:
- 15+ years' experience on engagements providing clients with End User Computing Services within a large and dynamic federal agency.
- 8+ years' experience leading large teams through implementation and routine runtime operations.
- Minimum of ten plus (10+) years of progressive / successful consultative business development solutions experience.
- Minimum of 10 years of experience in Information Technology Outsourcing (ITO) with Federal and State & Local customers.
- Minimum of 10 years of leadership in the pursuit and closure of multi-year ITO and/or BPO services agreements
- Minimum 8 years of experience with the delivery of Custom Application, Application Modernization, or COTS
- Minimum of 10 years of technical proposal writing skills a must.
- Bachelor's degree required; MBA preferred
- 5+ years' experience supporting Public Sector clients.
- Must have PMP Certification
Nice to Haves:
- Advanced ability to lead multiple large teams simultaneously.
- Ability to dynamically manage both tactical and strategic work streams relating to area of responsibility within the scope of the contract and the ability to recognize additional value that can be offered to improve the federal mission.
- Expert knowledge of finance, contract management, client relationships, people management, project management and relevant industry information.
- Expert negotiation skills
- Ability to understand the customer's challenges to develop a blended combination of technology and business solutions encompassing financial models, service definitions, service-level expectations, and timeframes to help them meet their mission. This will be reflected by a background of leadership in the pursuit and closure of multi-year ITO and/or BPO services agreements.
- Preferred experience with Health and Human Services and/or Centers for Medicare & Medicaid Services (CMS)
- Excellent interpersonal communication skills are a must with an emphasis on sound presentation abilities. This person must have solid executive presence as this role will require frequent contact with executives, internal and on client sites. This includes the ability to immediately establish and manage critical customer relationships at the Executive level, including technical buyers and key project stakeholders.
- Sound financial and business acumen are essential, as the role will require the ability to manage, interpret and develop financial models and to respond appropriately to new business cycles across the scope of service offerings.
