Job Description
Applied Research Solutions has an exciting opportunity for a Program & Capture Manager(s) located in Dayton, OH.
The Program & Capture Manager will provide both Program Management (PM) support to the ARS portfolio, various programs, and Business Development (BD). The candidate will have relevant experience and working knowledge of USAF and DoD acquisition processes and understand integrating complex hardware and software aspects of major systems. The candidate PM will integrate multiple disciplines including DoD acquisition management in the current framework, systems engineering, project finance and cost control, and business operations management. The candidate will lead communications with ARS' Air Force customers and teammates within assigned programs and ensure business performance and client satisfaction. The candidate is also responsible for identifying and responding to new business opportunities, opportunity capture, and assist with proposal development/management.
PM Responsibilities Include:
- Responsible for the cost, schedule, and technical performance of the team on assigned programs from inception through completion.
- Conducts project meetings and is responsible for project tracking and analysis.
- Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
- Provides technical and analytical guidance to project team.
- Develops and monitors program plan and ensure adherence to quality standards and reviews project deliverables.
- Responsible for forecasting revenue throughout the fiscal year and will measure performance IAW the planned forecast.
- Will be able to address cause of cost and schedule variances and mitigation/resolution of those variances.
- Leads technical and programmatic discussion for project reviews.
- Prepares and reviews input to major technical reports, status reports, white papers, and formal briefings.
- Develops new business or expands business with the customer.
- Coordinates preparation of proposals, business plan, proposal work statements and specifications, operating budgets, and financial terms/conditions of the contract.
- Prepares or coordinates the preparation of complex proposals with contributions from several activities.
Capture Manager Responsibilities Include:
- Responsible for identifying and responding to new business opportunities especially quick-turn Request For Quotes (RFQ) / task orders under Multiple Award IDIQ Contract (MAC) Vehicles in the federal government marketplace
- Works with ARS proposal team to write proposal responses
- Functions primarily as a sales professional to uncover and pursue new business opportunities using industry tools such as GovWinIQ; Beta.Sam; GSA ebuy and specific MAC vehicles supporting both Department of Defense (DoD) and Civilian federal government clients.
- Coordinate meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices
- Plan and participate in capture activities, to include opportunity gate reviews, black hat sessions, collaboration and workshop sessions, proposal review
- Other duties as assigned
Qualifications/Technical Experience Required:
- Must be a US citizen
- Top Secret/SCI clearance preferred
- Bachelor's Degree in a relevant technical and/or management curriculum and have at least 10 years of relevant experience in the DoD acquisition domain
- Direct experience with project financial management processes and tools
- Demonstrated command of engineering principles, systems engineering processes, methods, and techniques in more than one area of expertise.
- Advanced knowledge of relevant tools, equipment, hardware, and software.
- Effective customer and organizational level communication, presentation, and interpersonal skills.
- Able to interview, supervise, manage, support and evaluate personnel.
- DAWIA certification in Program Management and/or Systems Engineering are definite advantages.
- Strong organizational, research, identification, and tracking skills necessary to uncover new business opportunities.
- Domain knowledge of the DoD and Civilian federal government marketplace primary in the IFAS core capabilities including Financial Management, Information Technology, and Management Consulting support services.
- Task order proposal management, technical writing and proposal development experience.
- Effective communicator including strong written and oral skills
- Good understanding of Industry research tools, processes, and procedures including federal government agency MAC vehicles and Government Wide Acquisition Contract (GWAC) vehicles.
- Ability to manage multiple projects and action items simultaneously
- Solid understanding of project management, contracts, and proposal development to support requirement to work across corporate resources to successfully lead responses to RFQs / Task Orders.
