Yorktel is currently seeking a Program Manager to serve as the lead point of contact between the client and Yorktel. The PM reports to the Executive Vice President of Strategic Programs and acts as a liaison to the various Yorktel organizations that are involved with client related projects and services.

The PM interfaces directly with the Contracting Officer's Representative (COR), the alternate COR, and the various levels of client management. The primary purpose is to assure communications remain strong, relationships are built and maintained, and excellent customer service is provided by all team members continually.

Roles and Responsibilities:

The PM shall be responsible for working both directly and indirectly with all on-site contractor staff. The PM needs to coordinate all tasks and administrative issues with the Yorktel Team Leads along with the various team members. This includes, but is not limited to, approving paid time off (PTO) requests, validating timesheets, reviewing/validating/approving invoices, creating Team Lead evaluations, writing/monitoring Performance Improvement Plans, as well as other duties as assigned.

The PM is responsible for reporting to and holding monthly meetings with the COR. The PM is responsible for all call orders issued under this Blanket Purchase Agreement (BPA). There are multiple client organizations and groups receiving services under this contract and the PM also needs to interface and work with the various Task Managers that purchase services under this contract.

The PM will create and maintain the various reports that come due at certain time intervals. They will send such documents to the COR and Task Managers as requested. The PM will be responsible for opening the annual Project IDs for the purpose of keeping time records. The PM is to report and work on-site. During situations such as Covid, the PM and staff will be able to telework, as approved by the COR.

The PM will create Requests for Hire (RFH) documents when a replacement or a new position is required. They will work with the respective Team Lead to review resumes, interview, and then to offer job and on-board the candidate upon their job acceptance. The PM will work with Yorktel Human Resource's Department staff to coordinate collecting resumes, setting up interviews, making job offers, and assuring that the individual applies for and receives Suitability in a timely fashion.

The PM will maintain the OCOMM Run Book on an as needed basis. The PM will also assist in the writing of a response for an RFQ and other related documentation, which will be assigned to them by the EVP.

Skills and Abilities:

The Program Manager needs to possess strong verbal and written communication skills. They need to work, at times, with the client Executive level plus with mid-level management as well as to communicate effectively with the Yorktel staff members. The PM should have a fairly strong financial background, have experience with hiring staff, negotiation skills, along with the ability to use various software such as Outlook, Excel, Word, and other Microsoft programs. The Program Manager must be discreet, trustworthy, and to be able to multi-task effectively. This is a Key Personnel position. The ideal candidate will have market research experience and should be able to develop and provide technical recommendations. This position is on-site in Baltimore, MD.

Education and Qualifications:

The Program Manager should have a minimum of 6 years' experience in Project Management. A Bachelor's degree in Business Administration or related field would be a big plus as would having previous Program Manager experience. Having experience working directly with a Human Resources Department for hiring and performance matters is another positive qualification to possess.

Additional Requirements:

This position can require a considerable amount of walking between multiple buildings on the client campus. There may be times where the PM will need to report to the Yorktel Office in Linthicum, MD so the PM should have reliable transportation to travel to and from that location.
