Summary

About the Position: Serve as Program Integrator for the Norfolk District International, Interagency and Environmental Services (IIES) Branch with responsibility for exercising management and operational control over the assigned projects and integrating all projects and efforts related to the production base support program and environmental support at both Radford and Holston Army Ammunition Plants (AMMO Program).

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. For GS-13:
Specialized Experience: One year of specialized experience which includes: Serving as a Project Manager with the responsibility for overall management and execution of assigned projects; Planning, organizing, and directing team work to execute program requiring substantial resources or changes in established procedures; Assessing key program requirements and priorities to provide timely and effective guidance; Determining the source of and resolving problems related to design and construction delays, excessive costs, and other technical problems.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

For GS-14:
Specialized Experience: One year of specialized experience which includes: Leading a matrixed team of individuals (i.e., project managers, engineers, schedulers, real estate specialist) to complete technically complex and cost/schedule sensitive projects; Formulating program plans and goals to ensure alignment with requirements for projects; Providing authoritative interpretations of policy regarding design and construction management, work authorizations and funds; Developing standard methods and procedures to be used throughout the assigned Program to manage projects and funds; Applying knowledge of the mission objectives and applicable guidance and directives to anticipate/resolve major programming needs/problems.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at GS-13/14 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

    (1) Incumbent demonstrates ability to perform at target grade level;
    (2) Higher level work exists at target grade level;
    (3) Increased responsibilities are assigned;
    (4) Supervisor recommends promotion;
    (5) Incumbent completes all required training and conditions of employment, and;
    (6) Incumbent completes all regulatory requirements for career ladder promotions.
