POSITION SUMMARY:

Under the supervision of the Principal Investigator (PI), the Program Manager is responsible for planning and managing the overall execution of research initiatives by the PI, including meeting necessary quality, budget, and timeline targets, and making or recommending operational strategies and/or decisions (with input from study team and PI) in support of achieving research objectives. Major responsibilities include working with the study team to develop study protocols and assessment instruments; monitoring study implementation and data quality at study sites; mentoring and co-supervising the study team; preparing and assisting in the development of manuscripts and presentations; and ensuring compliance with reporting to grant funding institutes and the IRB.

The HIV Epidemiology and Outcomes Research Unit at Boston Medical Center/ Boston University Chobanian & Avedisian School of Medicine focuses on improving outcomes in individuals with HIV and/or hepatitis C virus (HCV) co-infection. Our collaborators include physicians, epidemiologists, policy makers, and public health officials.

ESSENTIAL RESPONSIBILITIES / DUTIES:

Research Project Implementation

  • Work with the PI to manage existing research portfolio and recommend, create, and implement changes across projects.
  • Provide program-level direction to study coordinators on the development of protocols, SOP/MOPs, data collection procedures, clinical and data quality management plans, data collection instruments, and training materials.
  • Work with the research team to facilitate & ensure protocol adherence, data and clinical quality assurance activities, timely and accurate data collection, entry and documentation, and timeline adherence to achieve study goals and deliverables.
  • Provide input on data cleaning and analysis across research portfolio. Assist investigators with the interpretation of data collected and preparation of study reports.
  • Ensure recruitment goals are met and contribute to developing and implementing recruitment and retention strategies.
  • Work with PI and research team to develop presentations, abstracts, and manuscripts, with lead or co-authorship opportunities.

Regulatory and Financial Management

  • Develop and submit annual progress reports for submission to all external funding agencies/sponsors (e.g., NIH).
  • Perform activities related to IRB protocols: 1) develop new protocols, 2) submit amendments as needed, 3) ensure investigators and staff are compliant with training regulations, 4) track & report adverse events & 5) draft progress reports.
  • Work with PI to develop budgets and strategic planning for research portfolio.
  • Conduct regular budget tracking and forecasting.
  • Function as a key liaison with funding sources, regulatory agencies, and institutional grant management team. Ensure clear communication and compliance on grant-related and budgetary matters.

Administrative Support

  • Ensure the smooth integration of all study components.
  • Work with PI to prepare communications on progress of and findings from studies to external stakeholders.
  • Monitor guidelines and policies with the purpose of ensuring compliance with all government and IRB regulations, as well as maintaining alignment with the organization's mission.
  • Coordinate ongoing research meetings to review project statuses and progress and discuss topics of concern. Schedule and lead other meetings, as needed.
  • Assist with identifying potential funding sources and in the preparation of grant proposals (literature searches, develop budgets, assemble supporting materials, write select sections, and submit grant applications).

Personnel Management

  • Lead the selection of qualified employees for employment following all policies, guidelines, and applicable laws, working with department managers, and Human Resources.
  • Responsible for effective personnel management including training, directing, chairing meetings, mentoring and instilling a commitment to quality and excellence.
  • Monitor productivity and performance to identify and evaluate research team strengths and training opportunities in relation to operational effectiveness.
  • Conduct employee performance evaluations, ensure regular multi-directional feedback takes place, and, when necessary, address performance concerns, with appropriate supportive documentation as per established policy.
  • Maintain personnel files for all assigned staff, including current CV, current job description, core competency ratings, mandatory education requirements, continuing education requirements, and yearly performance evaluation/goals and objectives.
  • Maintain time off records; processes all payroll requests, action forms, time cards and track vendor/sub-contractor billing.
  • Assist with onboarding, orientation and supervision of graduate interns (e.g. public health or medical students), residents and research assistants rotating through the department.
  • Perform other duties as needed.

JOB REQUIREMENTS

EDUCATION:

  • Requires a Bachelor's degree (Masters preferred) with an emphasis in public administration or public health

EXPERIENCE:

  • Previous relevant work experience required, including at least 1 year of leadership/supervisory experience

KNOWLEDGE AND SKILLS:

  • Ability to provide leadership and coordinate the work of a team.
  • Excellent oral and written communication skills; ability to be detailed oriented in all notes and documentation while also thinking strategically.
  • Demonstrated ability and experience in areas such as grant management, training, team building, program development/management, problem solving, and community building.
  • Ability to analyze needs and apply resources effectively to meet those needs.
  • Ability to achieve targeted results through motivating, mobilizing, and delegating to others.
  • Commitment to working in and contributing to a supportive and diverse workplace.
  • Experience with Windows, Word, Excel, Outlook, REDCap, Internet and web page usage/updating, social networking and other technologies that can be used to further support the program's mission.
  • Demonstrated skills in the provision of services in a multicultural environment.
