JOB SUMMARY:

The purpose of this position is to manage individual large to medium scale fixed asset projects as well as distribution/transmission programs associated with the Pipeline Project Management group. This position will be responsible for managing the initiation, planning, execution and closing of projects involved with pipeline and associated pipeline facility construction. In addition, this position will be responsible for managing and controlling the capital expenditures associated with the work.

The position will work with a cross functional teams that requires significant coordination with internal and external stakeholders such as Engineering, Construction, Land, Environmental, Operations, System Planning, GIS & Asset Data Services, Technical & Engineering Services, Corrosion, Project Controls, Supply Chain, and associated contractors. The incumbent in this position applies PMO strategies, protocols, and techniques for managing and executing projects and utilizes the Company's Asset Development Process (ADP).

Functional Expertise:

  • Serve as Program Manager for PPM projects
  • Implement PMO business processes on all projects
  • Work with contractors and representatives from applicable functional areas to meet the scope of the program
  • When applicable, follow established Asset Development Processes (ADP) to ensure meaningful structure exists to meet departmental and company objectives
  • Ensure the organization and processing of detailed historical and new records pertaining to gas system
  • Track projects from conception through completion with responsibility for schedule and budget variances
  • Implement KPIs and support continuous process improvements
Business Acumen:

  • Ensure permanent records and evaluation processes are well documented to an established standard
  • Define roles and responsibilities for project team
  • Ensure requirements/standards for project reporting are followed
  • Define project scope and baseline execution
  • Develop project execution plans
  • Assures compliance with company policies and procedures
  • Identify and properly manage project risks
  • Manage project contractors per PMO procedures
  • Provide proper oversight for construction management and field activities
  • Participate as "contract owner" in all project-related contract negotiations
  • Ensure that project materials and services are acquired for project and that requisitions are entered into the procurement system with appropriate accounting code and follow appropriate approval process
  • Ensure that contractors' invoices and payments are audited and approved per contract
Engagement :

  • Collaborate with Engineering, Construction Management, GIS and Asset Data Services, Technical & Engineering Services, Operations, Land, Environmental, Project Controls, Supply Chain and System Planning leaders to produce effective solutions and designs
  • Identify and contract qualified contractors for project work, ensuring an inclusive and diverse team.
  • Prepare and present project metrics to indicate project health (EVA, Financial Analysis, Schedule, Risk, etc.) for presentation to business owner and upper management
  • Ensure that scope changes are appropriately addressed per the Change Management process (e.g. adequately documented, impact analysis, approved, etc.)
  • Identify and establish project team resources
  • Hold project team meetings on a regular basis (progress & plan)
  • Participate in drafting contracts and performing final review of all project-related contracts (from any track) prior to execution
  • Assign appropriate field engineering and inspection personnel
  • Provide guidance & mentoring for project managers
Driving Results:

  • Perform scheduling and budgeting management to ensure that budgeted projects are constructed within budget year
  • Complete goals of Asset Development Process Stages as applicable
  • Gather lessons learned after every project and funnel to PMO for inclusion in appropriate process improvement initiatives
  • Ensure that project job records, as-builts, other job documentation are secured from contractors, validated to be of traceable, verifiable, and complete level of quality, and are distributed to appropriate parties
Qualifications

Education, Certifications/Licenses:

Required:

  • BA/BS in Engineering (Mechanical or Civil)
Preferred:

  • Project Management Professional (PMP), Professional Engineer (PE), MBA
Related Work Experience:

Required:

  • 5 years experience working in the natural gas transmission or related energy field
  • 3 years leading project planning and execution
  • Contractor management
Or equivalent education and experience

Preferred:

  • Project Management experience
  • Direct personnel supervision
Specific Skills & Knowledge:

Required:

  • Strong engineering and construction knowledge. Prefer knowledge of natural gas transmission systems, natural gas distribution systems, gas engineering principles and theories, and DOT pipeline safety regulations
  • Strong understanding of the integrity management assessment process
  • MS Office - intermediate proficiency
  • Ability to manage multiple projects under stressful conditions
  • Ability to use project management tools and methods (e.g., earned value analysis, critical path scheduling, project administration, establishing project teams)
  • Ability to communicate with all levels in the organization
  • Ability to influence and persuade in decision making
Working Conditions/Physical Requirements:

  • Position is in an office environment
  • Periodic field presence at construction sites
