SUMMARY:
Manages the water and sewer program management consultant/s. Prepares program management plans and keeps it up-to-date. Works with the Asset Management team for prioritization of assets for capital projects. Prepares Water and Sewer Facility Plans and system study reports. Coordinates with various stakeholders in the planning and execution of capital improvement projects.
ESSENTIAL FUNCTIONS:
- Manages consultants performing program management services in the water and sewer service areas, and ensures that the water and sewer program management plans are aligned to DC Water's organizational strategy.
- Develops water and sewer program management contract documents, to include negotiating contract scope and cost, participating in the Consultant interview/selection process, and monitoring and evaluating program success and identifying areas for improvement.
- Prepares schedules and budget estimates for proposed work, to include setting program management consultant performance goals and expectations, tracking work for compliance with contract requirements, terms and conditions, and authorizing payment in accordance with contract provisions.
- Coordinates and collaborates with the Asset Management team and other stakeholders in the planning and prioritization of Capital Improvement Projects.
- Facilitates the preparation of Facility Plans and contributes to the annual Asset Management Plans.
- Prepares program management plans to describe the overall program structure, deliverables, related management plans and processes ( like risk, schedule, budget, quality, communication, and stakeholder management) and methods used to plan, monitor, control and improve the program development efforts.
- Interfaces with Operation Departments, DETS branches and Support Service Departments to coordinate programmatic initiatives and to gain input and build consensus on program and project approaches.
- Participates in professional group meetings and conferences directed at innovations, regional planning issues and collaborations and assess content for DC Water interests.
- Performs routine technical and administrative functions including attending DC Water and/or departmental policy meetings, and preparation of status reports for DC Water management.
- Performs other related duties as assigned at the discretion of the immediate supervisor.

Key Working Relationships: Interacts with co-workers in the Department and throughout the Authority, and contractors and project engineers from other organizations and agencies, etc.
EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:
The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.
- Bachelor's degree in Civil Engineering or related field from an accredited college or university and five (5) years of progressive experience in water and sewer systems planning, design and construction.
- Strong analytical, planning, and organizational skills.
- Exceptional attention to details.
- Strong written and verbal communication, data management, and project management skills.
- Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e., Word, Excel, email, etc.).
- PMP and PE certifications are preferred.
