We meet and support the diverse needs of homeowners throughout the state by offering free services and affordable loans while advocating for systemic change to address racist housing policies. Today we are working to close the racial wealth gap through the Black Homeownership Project, developing new programs to respond to the climate crisis, and helping New York State to deliver nearly half a billion dollars in COVID-19 relief.

JOB TITLE: Program Manager - Contracts and Procurement

FLSA: EXEMPT
SALARY: $67,000 - $75,000

Position Summary
We are seeking a Program Manager, Contracts and Procurement who has a desire to use their contract management and sourcing talents and knowledge to help expand homeownership opportunities for all New Yorkers. The Program Manager is an exempt position that reports to the Deputy Director of Procurement & Compliance, within the Legal Team. The ideal candidate will have 2+ years of experience in government grants and subcontracting, including experience overseeing a CRM/ document management database, and communicating with staff, and subcontractors. The candidate must be self-driven, have strong critical thinking skills,Â

Responsibilities include but are not limited to:
- Work collectively with all teams across the organization, with a focus on partnering with the Program Delivery Team, to draft contract scope and prep contract packages for legal review and execution for various programs
- Track and collect insurance certificates for all program vendors and subcontractorsÂ
- Assist the Legal department in launching and maintaining the Contract Database
- Knowledge of government contracting on the municipal, state, or federal level
- Meet with supervisors and department managers to understand program needs.
- Co-facilitate the procurement working groupÂ
- Draft and Review requests for proposals (RFPs)
- Work with finance for annual and programmatic audits
- Other tasks as assigned by the legal departmentÂ
Skills & Qualifications
- 2+ years of experience in government procurement or contracting.
- Experience in drafting, and evaluating RFPs.Â
- 4-year degree or equivalent
- Highly organizedÂ
- Written and verbal communication skills; ability to distill complex technical processes to non-technical users
- Demonstrated stakeholder and change management experience - the ability to influence others to modify behaviors and provide support
- Nonprofit or housing experienceÂ
- Passion and commitment to a mission-oriented organization are required; an affinity for homeownership and housing is preferred
