Job Description:
The Program Manager- Core Technology Infrastructure is responsible for projects limited in scope to LOB products, processes or functions although some may have cross-functional or inter-departmental implications. Serves as primary contact to senior department managers for critical change initiatives. Responsible for analyzing present-state, developing alternative future-state approaches and facilitating implementation. Responsible for clearly defined responsibilities and accountabilities for key project roles. Assesses the adoption risk associated with the change effort. Communicate risks and rewards associated with decisions and actions to stakeholders in business-oriented terms and ensure all controls are in place to sustain risk mitigation. Identifies, develops and executes strategies and supporting tactics to engage and influence all stakeholders to make needed behavioral changes. Creates a clear, coherent approach to guide effective program/initiative setup, execution and control. Leads the Adoption & Sustainment of Change. Identifies and makes recommendations regarding work that will potentially proceed, be delayed or stopped when environment changes occur. This role may manage a team of resources and budget. Excellent project management skills, including the ability to prioritize work and meet deadlines. Typically 5+ plus years of project management experience.
Overview:
Responsible for programs/projects specific to corporate change initiatives that have significant impact on how the company does business, provides a product or service, or executes a function. Project responsibility requires responsibility for staff and budget. Serves as primary contact to senior department managers for critical change initiatives. Communicates, influences and negotiates both vertically and horizontally to obtain or leverage necessary resources. Accountable for analyzing present-state, developing alternative future-state approaches and facilitating implementation. Creates a clear, coherent approach to guide effective program/initiative setup, execution, and control. Ensures clearly defined responsibilities and accountabilities for key program/project roles. Integrates knowledge of end-to-end business process into program planning and decisioning processes. Develop, maintain, and report on an overall integrated delivery plan. Management experience with small to mid-size teams. Excellent project management skills, including the ability to prioritize work and meet deadlines. Strong business centric mindset with ability to utilize sound business judgment and tailor approach to drive optimal business outcomes. Typically 5+ plus years of program management experience within Infrastructure projects.
Key Responsibilities:
  • Adhere to Enterprise Change standards for Program and Project Management (Program deliverables, tollgates, PPRT System of Record updates, change controls, Permit to Build requirements and more)
  • Provide guidance and coaching to project managers within programs responsible
  • Partner with tech leads and other key stakeholders on delivery of programs
  • Provide senior leader program updates in both written and verbal formats
  • Manage program budget including monthly forecasting, variance commentary and PMMT resource allocations and PCM updates
  • Lead program delivery management routines and provide leadership support for senior level portfolio deliverables, reporting and management routines

Required Skills:
  • 8-10+ years combined Technology, Program and Project Management experience in an Enterprise environment (3+ year program management)
  • Results-oriented leader who can develop and manage relationships based on trust, teamwork and knowledge
  • Strong business, financial, technology and program/project management acumen
  • Proven ability to resolve program and project issues and mitigate risk by negotiating solutions that meet expected results
  • Data analysis skills and ability create executive quality materials within tight timeframes with limited direction from management
  • Excellent written/verbal communication and presentation skills at an executive level
  • Experience with Agile/Waterfall Methodologies, Enterprise Change Standards for Programs and projects SDLC, Waterfall, Agile (PPRT management, deliverables and tollgates for both programs and projects)
  • Proficient with standard tools such as PPRT, Jira, PowerPoint, Excel, PMMT, PCM, SharePoint, etc
  • Ability to connect dots and articulate clear and concise status and action plans to resolve issues and risks and at the right level of detail for the audience
  • Ability to confidently lead meetings and discussions to drive program and project deliverables and resolve issues and challenges
  • Skilled at managing scope, schedule, project schedules, risks, issues and interdependencies impacting the program/project and develops sound mitigation and GTG plans

Soft Skill Attributes:
  • Leadership - Courage to make hard decisions, hold people accountable, comfortable in the grey. Not everything will always be black and white and they can't be paralyzed by that
  • Communication - Speaks clearly, concisely, and knows the audience. Can recognize when less is more, and when more is needed and adjust real-time
  • Scheduling - Understands dependencies and the difference between critical path deliverables and those that are not. Understands the impacts of schedule delays on financials, risk, and strategy and can balance the need for escalation with non-impacting schedule misses, and escalate appropriately when necessary or manage it independently when escalation is not needed
  • Risk Management - Understands risk criteria and always considers risk, but is not crippled by risk adversity. Balances the need to act with the need to be risk adverse and knows when the risk can be taken vs when it's a bad idea. Is not afraid to make a bad decision because they are confident and understand the risks, but learns from the bad decisions made and does not repeat them
  • Critical Thinking - Has the ability to analyze complex data from multiple sources and objectively make reasoned judgment. Additionally, able to present outcome or results of the analysis in a clear and understandable manner
  • Task Management - Understands the work that needs to get done, the resources completing the work, and aligns tasks to the right people, even if the right person occasionally isn't in that particular role

Desired Skills:
  • IT Infrastructure background
  • Bachelor's degree or equivalent experience
  • Knowledge of ITIL and Service Lifecycle Management
  • ITIL or PMP Certified
