SUMMARY:
The Program Manager, Design Quality Assurance and Quality Control is responsible for preparing and updating design and construction quality assurance and quality control (QA/QC) standards, standard operating procedures (SOP), and processes for the Operations and Engineering cluster. The position will audit internal staff and third-party consultants/contractors for compliance with DC Water design and construction standards and prepare corrective action with minimal supervision. The Program Manager will support Operations and Engineering cluster with design and construction QA/QC oversight as needed.
ESSENTIAL FUNCTIONS:
- Develop and revise design and construction quality control and quality assurance (QA/QC) standards for linear and vertical capital improvement plan (CIP) Projects, and review designs performed by consultants and in-house staff for compliance with QA/QC standards.
- Performs investigations and inspections of existing facilities, or facilities under construction, for compliance with codes, standards, and contract documents.
- Perform design and construction quality audits to continuously improve Engineering SOP and CIP Project Delivery standards and contract compliance.
- Analyze contract modification (e.g., construction change order and AE Supplemental Agreement) trends and lessons learned to recommend design and construction improvement and processes.
- Develop process to capture and incorporate lessons learned to the CIP Project Delivery standards for Planning, Design, and Construction for Operations and Engineering cluster.
- Develop quality assurance process and standards for design and construction to enforce or improve compliance with contract invoicing standards, purchase order (PO) sufficiency verification, and budget health monitoring.
- Reviews standards for design and participates in the development of new standards.
- Provides expertise in the resolution of problems encountered during construction.
- Performs Quality Assurance review for compliance with Engineering's Quality Program.
- Provides technical guidance in interpreting codes, standards, and contract documents.
- Assists in preparing reports of inspections, investigations, and evaluations of consultants/contractor performance
- Performs Quality Assurance evaluation of internal and 3rd party construction management/program management review and approval of construction contract submittals and shop drawings.
- Complies with applicable safety rules and regulations.
- Performs other related duties and projects as assigned at the discretion of the immediate supervisor.

Key Working Relationships: Interacts with co-workers in the department and throughout the Authority, other project specialists, contractors, representatives of federal and state governments, and the general public.
EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:
The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.
- Bachelor's degree in Civil Engineering or other related engineering discipline from an accredited ABET curriculum or an ABET equivalent, and 5-7 years of progressive engineering experience related to the design and/or construction management of major water, sewer, pumping stations, and wastewater treatment facilities.
- Fundamentals of Engineering (FE) certification is a plus.
- Project Management Professional (PMP) is a plus
- Knowledge of design of major water, sewer, and wastewater treatment facilities and of construction management practices and methods.
- Knowledge of building codes, industry standards and local and federal regulations for construction and rehabilitation/repair of water, sewer and wastewater treatment facilities.
- Demonstrated knowledge of project, program and portfolio management tools including but not limited to Oracle Unifier, Primavera P6, SharePoint, and other emerging project management software applications.
- Strong analytical, planning, interpersonal and organizational skills.
- Ability to lead tasks/initiatives with minimum supervision.
- Exceptional attention to detail.
- Strong written and verbal communication, data management, and project management skills.
- Field experience working in construction and design projects is a plus.
- Proficient in the use of a personal computer and applicable software programs (e.g., Word, Excel, Outlook, SharePoint, MS Teams, etc.)
