Program Manager - DHS Suitability

Place of Performance: CISA offices located in Arlington, VA (with telework permitted)

Period of Performance: Three (3) years: one 12-month base and two 12-month option periods. 3/1/2025 - 2/29/2028

The Program Manager shall provide Management and Oversight of (1) Administrative Support (Task 2.2), Executive Correspondence Analysis Support (Task 2.3), and Paralegal Support (Task 2.4) requirements including contractor staffing (approximately 23 FTE) and personnel supervi

Roles & Responsibilities:

• Must have an active PMI Project Management Professional (PMP®) or PMI Program Management Professional (PMP®) Certification
• Must have Bachelors degree
• Must have DHS CISA Suitability or Public Trust (at a minimum)




• Must have Minimum 7 years’ experience:
• Demonstrated experience with the management, manpower utilization, and supervision of employees (including subcontractors) of various labor categories and skills in projects similar to the requirements of the statement of work.
• Demonstrated experience in a quality assurance environment 
• Demonstrated experience in government acquisitions and contracts.
• Demonstrated experience in SharePoint.
• Demonstrated experience in development of training techniques.
• Demonstrated written and verbal communication skills, including experience in presenting material to senior Government official.

Additional Experience Requirements:

• Must have Minimum of 3 years’ experience specifically demonstrating:
• Developing schedules and formulating work plans;
• Creating long and short-term plans and milestones;
• Performing project quality control;
• Managing teams of 20+ personnel; and
• Supporting CISA and knowledge of various mission areas of CISA Divisions and Mission Enabling Offices (MEO).
