SUMMARY:

This position will manage the hazard mitigation grant programs and hazard mitigation/resilience planning within the Office of Emergency Management. The Office of Emergency Management works with internal and external stakeholders to design and implement policies and programs to promote increased resilience to disasters and mitigate risks. This position will work in close collaboration with stakeholders on related issues such as risk mitigation, infrastructure operational and asset resilience, climate resilience and adaptation, energy and operational sustainability, equitability, and green building. This position is responsible for executing program management activities, anticipating planning needs, and facilitating grant compliance and application requirements. This team-oriented individual will work alongside colleagues and stakeholders to deliver quality projects and programs. The position must have the abilities and skills to coordinate mitigation opportunities and capabilities across the Authority and with partner agencies.

ESSENTIAL FUNCTIONS:

  • Manages the implementation and facilitation of DC Water's Hazard Mitigation programs and practices in collaboration with internal and external stakeholders.
  • Oversees, develops, and submits grant applications specifically related to, but not limited to, FEMA's Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistance (FMA), and Building Resilient Infrastructure and Communities (BRIC) program.
  • Oversees and manages grant requirements, including reporting, reimbursement requests, financial tracking, grant modifications, project team coordination, and compliance with all applicable local and federal codes, standards, and requirements (e.g., Code of Federal Regulations). Coordinates closely with internal teams and external stakeholders, such as DC Homeland Security and Emergency Management Agency (HSEMA), to communicate grant project details, updates, and needs.
  • Leads and supports stakeholder engagement and partnership coordination for hazard mitigation grant projects in the District (for projects that are led by DC Water and projects that are indirectly supported by DC Water) to ensure successful implementation.
  • Supports the identification and development of eligible, technically feasible, cost-effective, and Environmental & Historic Preservation compliant hazard mitigation projects and grants.
  • Facilitates the DC Water's Hazard Mitigation Task Force and annual updates to DC Water's Hazard Mitigation Plan in alignment with local plans and federal requirements, including compliance with DC Water's emergency management accreditation.
  • Conducts research on mitigation, climate adaptation, and environmental strategies, lessons learned, and best practices to reduce and/or eliminate hazards to the Authority. Identifies, proposes, and accesses local and federally available funding for hazard mitigation efforts.
  • Work closely with critical infrastructure protection and asset management programs to prioritize and mitigate risks within the Authority through available assessments, imminent threat identification, and in collaboration with local, state, regional, and federal stakeholders.
  • Serves as a trained and qualified member of the Authority's Incident Management Team and supports the Planning Section during emergency management activations.
  • Prepares, contributes, and/or provides reports, briefings, documents, policy statements, testimony, position papers, and other written materials relating to the Authority's hazard mitigation efforts for the Chief Executive Office, Executive Team, Board of Directors, and stakeholders in other organizations and agencies.
  • Operates Authority vehicles as an essential function of the position. Maintains vehicles and/or equipment in a clean and orderly manner. Reports any operating deficiencies to the appropriate Authority personnel.
  • Performs other duties and projects as assigned at the discretion of the Director, Emergency Management.

Key Working Relationships: Internally has authority-wide interface with all Departments; Externally acts as key liaison to various agencies and stakeholders.

EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:

The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.

  • Bachelor's degree in Emergency Management, Urban Planning, Public Policy, Environmental Studies, Business Management, or related field from an accredited college or university and five (5) years of experience in project management, environmental science, grant management, climate studies, or water/wastewater utilities; or equivalent combination of education and experience required.
  • Experience with FEMA Hazard Mitigation Assistance (HMGP/FMA/BRIC) programs, including grant application development and grant management.
  • Experience in benefit-cost analysis (BCA), economic impact analysis, loss avoidance assessment, and the NFIP Community Rating System (CRS).
  • Experience with FEMA Public Assistance (PA).
  • Experience in planning, grant management, flood plain management, and program management,
  • Must be a self-starter with ability to work independent and within a group environment; ability to prioritize and multi-task in a fasted paced environment; possess strong organizational skills and attention to details; and exhibit collaborative leadership and interpersonal skills.
  • Exceptional oral and written communication skills.
  • Utilizes a personal computer, knowledgeable in the use of communication platforms, and maintains a working knowledge of applicable software programs (i.e., word processing, spreadsheets, outlook, power point, etc.).
  • Must possess and maintain current a valid Motor Vehicle Operator's Permit and a DC Water Vehicle Endorsement.
