Program Manager III
KBR is seeking an experienced DoD program manager/acquisition specialist with cybersecurity expertise to support an Air Force customer with varied program requirements. The candidate should have demonstrated performance in Air Force program management and acquisition as well as cybersecurity roles, be comfortable taking on a leadership role in teams, and have the ability to work independently and proactively with diverse stakeholders and participants. This is an exciting position supporting a fast-paced Air Force customer with diverse and ever-changing requirements.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Provide program management to develop DoD 5000 series documentation to support acquisition strategy planning, development, and execution
- Assist the Government Program Manager in management of day-to-day program activities: integrated master scheduling, contract actions, issue tracking and resolution, and test support.
- Assist with the definition, development, documentation and management of user requirements.
- Prepare Request for Proposal (RFP) documentation.
- Support the development of strategies and associated budgets to effectively execute programs.
- Provide subject matter expertise to organizational missions and programs, such as acquisition management, modernization planning, and Planning, Programming, Budgeting, Executing (PPBE).
- Prepare/update briefings and reports as required.
- Up to 25% of time on travel (within CONUS) is required
QUALIFICATIONS
- Minimum of 8 years of DoD and/or DoD contractor acquisition support experience required
- Bachelor's Degree required (Degree in a science, technology, engineering, or math (STEM) discipline desired)
- Master's Degree preferred
- Air Force Program-related cost/schedule/technical management experience required (Knowledge of agile acquisition is desired)
- Experience with Integrated Master Plan, Integrated Master Schedule, and Critical Path Analysis required
- Ability to perform a leadership role, work independently, and proactively engage with and advise government and contractor personnel required
- Ability to balance multiple project efforts and interface with contractors, FFRDC, Government, and US military personnel at various levels required
- DoD 8570.01-M IAM Level I (Security +) certification is desired; IAM Level II (CISSP) certification is preferred
- Familiarity with DoDIs 8500.01 & 8510.01, NIST SP 800-53, and RMF is desired
- Experience with A&A processes, ATO requirements, and SCA/AO requirements is desired
- Knowledge and experience with software applications, agile development, and continuous development
- Strong communication skills (verbal and written) required
- Proficiency in Microsoft Project, PowerPoint, Excel and Word required
- Information Technology Acquisition or Cyber operations experience desired
- SAP/SAR experience desired
- APDP Level II or III Certification (or equivalent) in Program Management desired
- 3 years of contract management desired
- Knowledge of agile acquisition desired
Active DoD Top Secret Clearance with SCI Eligibility is required at hire and must be maintained. U.S. Citizenship is required.
