CONTINGENT UPON AWARD

Duties & Responsibilities:

  • The Program Manager (PM) shall be the primary technical and managerial interface between the Contractor, the CO, the COR, and Government management personnel and shall be responsible for overall day-to-day Contract performance that meets the PWS requirements by supervising, organizing, directing, and managing Contractor personnel.
  • The Program Manager will evaluate and develop methods to accomplish functional objectives and provide process and / or system improvement recommendations where warranted.
  • As appropriate, the PM will be pro-active in eliminating day-to-day workflow WI queue bottlenecks and will expedite WIs by the priorities identified by Government staff.
  • The PM shall facilitate Government and Contractor communications and ensure a high level of performance and service across both Government locations where contracted services are provided and shall develop and provide monthly status reports (MSRs) to the COR and CO.
  • The PM, DPM, or a pre - designated alternate shall be available in Clarksburg, Virginia, during all Contractor working hours at that location to meet with Government personnel to discuss problems and performance issues.
  • Other duties as assigned.
Knowledge, Skills, and Abilities (KSAs):

  • Must have professional skills in program management and leadership.
  • Must demonstrate proficiency in utilizing routine computer applications, including but not limited to: Microsoft Office (Word, Excel, PowerPoint, and Internet Explorer), Google Chrome, and services that operate utilizing these software packages.
  • Must have skills in oral presentations and communication of instructions concerning mathematical analysis, and in writing reports or documents that convey the findings/results of mathematical analysis to non-technical audiences.
  • Must have excellent interpersonal skills and the ability to inform and communicate effectively with staff.
  • Must ensure operational coverage for all critical areas to meet the requirements and priorities as identified by NICS Leadership.
  • Must work collaboratively with the COR and other NICS Analysts to define and execute all reports and other deliverables.
  • Analyst knowledge, skills, and abilities
  • Provides research and threat analysis and production support.
  • Develops information and technical support documents, summaries, reports, presentations, and other designated products in support of the customer's information and technical support requirements; and
  • Under certain circumstances, presents briefings to personnel designated by the customer.
  • PM must be skilled in evaluating and developing methods to accomplish functional objectives.
  • PM will be the primary conduit between Contract staff and Government personnel.
Minimum Education and Experience:

  • The PM has a bachelor's degree and five (5) or more years of experience applying knowledge of administrative principles, practices, and techniques and at least five (5) years of complex project management experience in government programs, projects and/or activities.
  • Educational requirements may be waived if the candidate has ten (10) or more years of experience.
  • Experience is based on managing all facets of program management (budget, schedule, procurement, quality, and risk) for various complex types of projects.

Special Notes: Relocation is not available for these jobs. The government prefers contractor personnel be assigned full time (40 hours/week) and be available on site at the CJIS facility throughout the periods of performance. All work shall take place within the NICS Section, with a possibility to work Monday through Sunday, including all federal holidays except Christmas. Current work schedules include the following:

  • Monday - Friday 6 a.m. - 2:30 p.m.
  • Monday - Thursday 3 p.m. - 1:30 a.m.
