PROGRAM MANAGER (Remote)

Emagine IT has an immediate need for a Program Manager to join our team in support of our National Archives and Records Administration contract located in North Bethesda, MD. Candidates should either have a Top Secret Clearance or be eligible for a Top Secret Clearance eligible.

Responsibilities include:• Single point of contact for the Contracting Officer (CO) and the Contracting Officer's Representative (COR).• Establishing and Administering the NARA ISSO program• Coordinating with and/or advising on matters relating to information system security. • Providing advice and guidance to management and staff on the creation, maintenance of security artifacts in support of the ISSO Program• Developing plans and procedures for implementing ISSO process.• Conducting periodic records management quality control reviews, compliance audits, risk assessments and surveys to measure the effectiveness of program• Analyzing business processes to improve or make use of automated tools, systems and technology to provide accurate and timely responses to records inquiries and requests; and/or• The candidate will support ISSO team working with the application leads, sysadmins, dbas, developers and testers to ensure the assigned systems are security compliant and achieve/maintain ATO. • This includes following the RMF process for full test, partial test, CONMON and no test. Updating Xacta documentation including SSPs, SCTM, STPs and POAMs. • Loading artifacts such as STIG checklists and ACAS scans. • Helping to implement STIG checklists and mitigate scan findings. • Answering questions to ensure systems are developed with security compliance built in. • Supporting security assessment events and responding to all questions from PAT team, ISSMs and SCAs.

Minimum Requirements:• BS/BA in Computer Science, Information Systems, Software Engineering or other related analytical, scientific, or technical discipline.• Must have ISSO experience and be thoroughly familiar with ISSO responsibilities• Ensure personnel are aware of, understand, and abide by NARA rules, regulations, security, and safety practices, and will have full authority to act on matters pertaining to the performance of services under this PWS. • Serve in the role of an ISSO whilst performing PM Functions.• Ability to work independently and also collaborate with application developers, engineers, and others.• Must be motivated and results oriented.• Effective written and oral communication skills.• Previous Federal Government experience is a plus.• PMP preferred
