Job Description
The Program Manager will oversee a team of four Resource Navigators conducting intake and referring and assist clients to resources and public assistance programs. This is a full-time 12-month long position.Â
Â

Key Responsibilities
- Manage a highly dynamic team servicing a large and diverse client pool
- Collaborates with other departments, leaders across the organization and other partners in the administration of the programÂ
- Assist clients with applications to public assistance programs such as FEMA Individual Assistance, Cal Fresh, Medi-Cal, etc.Â
- Work closely with program staff to provide a continuum of servicesÂ
- Works with internal/external stakeholders to maintain and further develop program growth, community outreach activities, as well as relationship building and maintenance.Â
- Plans, develops, coordinates, and organizes resources to meet program objectives; may be responsible for identifying program participants.Â
- Creates and fosters a collaborative and positive relationship building dynamic with internal staff and external agencies/organizations.Â
- Responsible for developing and implementing any applicable education, training, on-boarding and/or mentorship of staffÂ
- In conjunction with leadership, responsible for planning and managing program fiscal budgets and financials.Â
- Ensures compliance with grant guidelines, and local, state and federal lawsÂ
- Maintains staff and program compliance with organizational policies and procedures.Â
- Researches, gathers, organizes and summarizes data for evaluating performance of program or other program operations.Â
- Develop, evaluate, recommend and implement procedures for data collection, management and quality control.Â
- May analyse data for trends or conclusions and presents results and recommendations to senior leadership.Â
- Represent CORE at selected community eventsÂ
- Other duties as assignedÂ
Travel
- Travel within Los Angeles County, including to CORE’s headquarters in the City of Los Angeles’ Chinatown DistrictÂ
Qualifications
-  Bachelor’s degree in related field (master’s preferred) or ten years’ experience in resource navigation or equivalent experienceÂ
- Minimum of 2 years of experience managing teams of 4 or moreÂ
- Minimum 5 years in experience in resource navigation and/or case management, preferably in the public or non-profit sectorÂ
- Demonstrated experience working families from diverse age, cultural, ethnic and socioeconomic backgroundsÂ
- Demonstrated experience with data management and coordinationÂ
- Demonstrated experience in identifying and developing partnerships with organizations to meet needs of low-income clientsÂ
- Demonstrated experience in FEMA and/or Small Business Administration (SBA) programs and applications a plusÂ
- Excellent leadership skillsÂ
- Ability to work independently and as part of a teamÂ
- High EQ; demonstrated success in managing diverse teams
- Excellent written and verbal communication skillsÂ
- Proficient in MS Office applicationsÂ
- Work proactively with little supervisionÂ
- Flexible and adaptive to a frequently changing environmentÂ
- Strong project management, leadership and organizational skillsÂ
- Close attention to detail and a high level of accuracyÂ
- Bilingual in English and Spanish (or another language) is highly desirableÂ
