PROGRAM MANAGER (BCSS-21-1314-W):

Bowhead seeks a Program Manager to join our team in supporting the Program Management and Operations Division in Charleston, SC. The Program Manager will provide leadership to Cybersecurity Information Technology Site Leads and support personnel in managing all operational aspects, including program execution, growth, and risks management. The Program Manager will be responsible for managing the team that provides database management; financial analysis; information assurance; information services and technology; facilities operations; logistics; program analysis; technical documentation; and visual information support.
Must be responsive, reliable, detail-oriented, and possess a strong motivation to build a productive relationship with internal and external team members the Program Manager will establish, maintain, and administer an integrated data management system for collection, control, publishing, and delivery of all program documents, such as: Contract Data Requirements Lists (CDRLs), White Papers, Status Reports, Audit Reports, Agendas, Presentation Materials, Minutes, Contract Letters, and Proposals.

Essential functions will include:
• Validating technical and financial reports, analyze metrics, identify areas for improvement, and develop corrective action solutions that meet operational goals.
• Supervising and coordinating the multi-location workforce.
• Managing the workforce quality and overseeing quality delivery by holding project resources accountable to milestones and deliverables.
• Correcting potential or existing quality problems.
• Oversee and maintain the workforce's training requirements and certifications.
• Managing the Onboarding process of new team members.
• Holding daily and weekly meetings, as needed, with technical resources and document progress, risks, and issues.
• Establishing clear expectations for the projects with internal and external stakeholders, technical personnel, project costing, and others.
• Establishing regular communication patterns with the customer to include weekly calls, email summaries, updated project plans, and quarterly project reviews.
• Preparing and distributing executive summaries and project briefs, as needed.
• Communicate status updates to executive leadership
• May be responsible for business development within current customer base and/or for new customers.

Requirements

• Minimum of eight (8+) years of relevant technical/program management experience and a BA/BS degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business.
• At least 5 years' experience as a project/program manager with responsibility for project/program financials. At least 3 years of this should involve simultaneously managing multiple contracts for multiple federal government agencies.
• Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
• Ability to communicate effectively with all levels of employees and outside contacts.
• Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

Highly desirable:
• Experience with DoDI 8510.01 Risk Management Framework (RMF)/DIACAP requirements.
• CISSP certification or equivalent is preferred.
• Knowledge of NIST Risk Management Framework (RMF); Cybersecurity for Cloud environments; Assured Compliance Assessment Solution (ACAS); and Vulnerability Remediation Asset Manager (VRAM).
• Experience in standard capture management processes and management of business pipeline using a standardized stage/gate methodology.
• Experience in technical and business proposal development

SECURITY CLEARANCE REQUIRED: Must be able to obtain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
