The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this job. This job description is not a "contract" between the employee and the Authority. The job duties and essential functions may be changed at the discretion of the CEO/General Manager.
SUMMARY:
Plans, manages, and assists with engineering activities concerned with water, sewer and/or wastewater treatment functions, especially pumping stations and related facilities
ESSENTIAL FUNCTIONS:
- Provides engineering and project management support for DWE and DETS for planning, design, and construction including facility planning, concept designs, design reviews, shop drawing reviews, and other tasks as necessary.
- Provides engineering and technical assistance to the Department of Wastewater Engineering (DWE), and DWE managers.
- Performs design work for in-house projects, and reviews and manages designs performed by consultants and in-house staff.
- Reviews standards for design and participates in the development of new standards.
- Develops and updates Standard Operating Procedures (SOP).
- Provides technical guidance in interpreting codes, standards, and contract documents.
- Evaluates consultants/contractors performance. Prepares correspondence and monitors contract payments.
- Prepares scopes of work, engineer's estimates, negotiates, and manages contracts or task orders with design or management consultants to perform work.
- Ensures that contractors and consultants meet all requirements concerning project scheduling, progress reporting, safety measures, code requirements, and project documentation.
- Reviews contract submittals and shop drawings.
- Interfaces with DETS and DWE managers to determine engineering system requirements and implement same, when required.
- Performs routine technical and administrative functions as directed by DWE's managers and direct supervisor.
- Prepares schedules and budget estimates of cost for proposed work, when required.
- Ensures design firms comply with the contract requirements and design guidelines, mediate any impasse with the consultants.
- Complies with applicable safety rules and regulations.
- Assists with transition of tasks to new assigned Program Managers.
- Performs other related duties and projects as assigned at the discretion of the immediate supervisor.

Key Working Relationships: Interacts with officials throughout the Authority, other government and outside entities, and private consultants and contractors.
EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:
The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.
- Bachelor's degree in Civil, Mechanical, Chemical, Electrical or Environmental Engineering or related discipline from an ABET accredited college or university or ABET equivalent and five (5) years of progressive experience related to the planning, design, and construction of major water, sewer, and wastewater treatment facilities and infrastructure; or equivalent years of education and experience. The experience should include project management involving large or sizable projects.
- Registered as a Professional Engineer Preferred.
- Knowledge of Federal, Local, and Industry engineering codes and standards.
- Knowledge of civil and mechanical process engineering concepts and principles. Skill in applying civil engineering practices and principles. Skill in evaluating and applying engineering design techniques.
- Skill in identifying and resolving design problems.
- Knowledge of engineering software applications.
- Exceptional attention to detail.
- Well-developed management skills including effective delegation of work and performance management.
- Ability to communicate effectively, both orally and in writing.
