The World Bank Group Young Professionals Program
Background
The World Bank Group Young Professionals Program (YP) is a flagship program that offers a unique employment opportunity for young people who have both a passion for international development and the potential to become future global leaders. The Program is designed for highly qualified and motivated individuals skilled in areas relevant to the World Bank Group's operations such as, economics, finance, investment, education, public health, social sciences, engineering, urban planning, and natural resource management
Since its inception in 1963 the Young Professionals Program (YPP) has attracted some of the brightest young minds to contribute to the World Bank Group's top priorities, from poverty eradication, social development and climate change to the current response to the COVID-19 crisis. The YP Program has hired over 1,700 staff whose statuses now range from new recruits to Managing Directors and Vice Presidents.
On June 1, 2020, the World Bank and IFC merged their respective Young Professionals Programs, and included MIGA, to create one World Bank Group Young Professionals Program (The WBG YPP). Building on the rich legacy of its predecessor programs, the WBG YPP recruits and develops future leaders to collaborate effectively across our institutions on joint WBG solutions to development challenges. The joint program is managed by a WBG YP Program Manager whose role is to source, onboard, manage and develop YPs for the entire World Bank Group in close collaboration with colleagues in IFC (Deputy Program Manager) and MIGA (YPP focal point). The inaugural WBG cohort joined the institution on September 14th, 2020.
Selected Candidate
The selected candidate will be responsible for managing the YP program for the entire WBG. This includes designing and implementing the sourcing, recruitment, placement, and development of YPs for the various institutions of the World Bank Group. The position is a unique opportunity for a senior Grade G level staff (ideally a former YP), seeking to contribute to a significant program with Group-wide impact. Indeed, the job involves significant exposure across the Group with interaction with management at all levels. This is a great opportunity for the selected candidate to use his/her project management skills, deepen his/her knowledge about the work of the different institutions, and develop managerial experience, as the job involves managing a small team. The team includes a dedicated resource from IFC (Deputy Program Manager) with a solid understanding of IFC's operations who can actively assist in identifying opportunities for YPs in the institution. As a key instrument for promoting diversity at entry into the WBG, the YP program requires strong motivational and persuasive skills. Such skills are necessary to be successful both inside the WBG, as well as externally for the outreach necessary for the WBG to attract the strongest candidates to the program.
The WBG YP Program Manager reports to the Talent Attraction Manager, HRDC7 (in Client Services).
"Note: This is a 24-month Developmental Assignment (12 months initially and possibility of extension for another 12 months)".
Duties and Accountabilities
Within the framework above, the Program Manager performs the following specific functions:
• Develop a YP sourcing strategy that caters to IFC, MIGA, and IBRD staffing needs and priorities. This includes developing an annual outreach and communication strategy to build a pipeline of outstanding and diverse candidates with the right mix of skills. • Carry out outreach at schools across the world, including partnering with IFC, and other country office colleagues to organize, facilitate, and make presentations to students. • Oversee the implementation of the yearly WBG YPP orientation in close collaboration with the corporate onboarding team.• Seek innovative improvement in the WBG YPP recruitment strategy in alignment with the vision of senior management. • Work with Global and Regional Directors, Talent Boards, at the IFC and IBRD as well as People and Culture (HR) colleagues to determine the skills needs and WFP space/demand for YPs -to inform an annual YP recruitment strategy. • Oversee and manage the YP selection process end-to-end, from initial pre-screening to final panel interview and assessment center process, working closely with the IBRD Talent Boards, hiring managers, People and Culture (HR) Business Partners, IFC Deputy Program manager, and MIGA focal point.• Collaborate with ITS colleagues on the design of an upgraded application portal.• Partner with relevant People and Culture (HR) teams to develop, update, and implement the strategy for the professional development of new recruits during their early years in the Institution (the 2-year WBG YP Development Curriculum). • Coach and mentor YPs and provide support for their learning and growth, facilitates their rotations and final placement in permanent positions in the Bank Group. • Supervise and mentor staff working in the IBRD-mapped YP Unit and coordinate the work with the WBG YPP team (including IFC and MIGA).
Selection Criteria
• Ideally a GG level staff that is able to engage with senior management and is familiar with the WBG YP Program, Talent Board responsibilities, work force planning framework, and People and Culture (HR) policies on recruitment and rotations.• An advanced degree (Masters or PhD) with at least 8 years of relevant WBG experience with an understanding of both IBRD and IFC operations and recruitment processes.• Strong ability to produce and present analytical data required for presentations to stakeholders, such as the Board and senior management.• Excellent interpersonal, communication, diplomacy, and multicultural skills needed to establish successful working relationships with and make presentations at the levels of vice presidents, Talent Boards, Executive Directors, hiring managers, People and Culture (HR) colleagues as well as candidates and external sources of recruitment.• Strong project management skills to manage multiple work tasks from concept to implementation; and demonstrated ability to work across WBG institutions.• Ability to coordinate work program and budget planning.• Appreciation of the institution's diversity goals and sensitivity to cultural differences.• Ability to mentor staff in the team and to coach and counsel YPs in the Program. • Demonstrated ability to work collaboratively, innovatively, and be client and solutions oriented.• Ability to successfully manage a team.• Ability to handle highly confidential information with sensitivity and professionalism, in addition to demonstrating the highest level of professional and personal integrity.
