Job Description Summary:

As a Program Project Manager for Global Entity Management Project Management Office (GEM&O PMO), you are responsible for coordinating project and program resources engaged with select initiatives within a broader portfolio. The position is responsible for senior leader engagement and reporting on the state and performance of initiatives within the selected functional area program. A successful program manager will influence program and project prioritization for initiatives within the portfolio, facilitating trade-off discussions with leadership to maximize available resources. This role assumes the overarching responsibility for supporting organizational leadership in their efforts at overseeing, managing programs and projects across the entire life cycle of Strategic Initiatives to optimally achieve enterprise goals and objectives. The program project manager is a primary resource to project/program-related steering committees and reports to the GEM&O PMO Director. The position is responsible for senior leader engagement and reporting on the state and performance of specific programs and projects.

Job Description:

Key Duties / Responsibilities

  • Routinely reviews portfolio to ensure it's designed to support the strategy.
  • Ensures projects are resourced to meet objectives.
  • Facilitates prioritization and tradeoff discussions with the business.
  • Keeps BAU projects out of the portfolio.
  • Identifies synergies and opportunities across the portfolio and within/across projects and makes recommendations for change to the business.
  • Provides a holistic overview of the portfolio progress, escalating portfolio risks and issues for resolution.
  • Monitors performance of each project and project manager, providing assistance and coaching as needed to ensure success.
  • Provides credible challenge to the business to ensure independent oversight and transparency in project progress, risks, issues, and roadblocks.
  • Drives the coordinated management of large, complex programs over a finite period to ensure compliance with regulatory obligations and commitments.
  • Program / Project Execution:
    • Manages program and project-level decomposition of work across multiple stakeholders and teams, working across organizational boundaries to define portfolio and program interdependencies and plans.
    • Develops detailed project plans, including setting targets for milestones, and adjusting schedules and targets on the project as needed.
    • Leads planning sessions, monitors, and tracks progress, and conducts regular reviews at the program and project level, to demonstrate strong oversight. Manages changes using appropriate governance techniques.
    • Identifies, tracks, and prioritizes program-level risks, issues, and dependencies, proactively addressing impediments and actively collaborating with leaders to resolve roadblocks and enable successful execution, leveraging lessons learned from prior experience and working to address and mitigate systemic issues.
    • Ensures projects meet or exceed performance targets, documenting the accurate status of the program, projects within the program(s), or external projects that have dependencies. Ensures successful completion of program exit criteria.
    • Communicates and collaborates with stakeholders, to provide executive-level reporting, communications, and presentations on progress against projects outcomes, and communicates timely and accurate status to appropriate levels and stakeholders.
    • Makes effective decisions when presented with multiple options for how to progress with a program or project.
    • Gains an understanding of new and changing regulation and the regulatory landscape within the region to effectively support discussions/decisions around prioritization and delivery challenges.
    • Accepts responsibility for deliverables and timeline commitments.

Qualifications

  • Theoretical and practical knowledge of project management processes, workflows, and terminology, including understanding of the Project Management Institute (PMI) framework.
  • Ability to prioritize work, meet deadlines, achieve goals, and work under pressure in a dynamic and complex environment.
  • Understanding of how to distill large volumes of information into consumable portions that allow for nimble decision-making.
  • Ability to manage large scale, complex project initiatives and various project elements simultaneously, with high attention to detail and accuracy, meeting deadlines despite competing priorities.
  • Ability to influence outcomes and minimize and address conflict.
  • Possesses solid analytical, problem solving, and critical / creative thinking skills.
  • Strong communication, interpersonal and negotiation skills, and ability to build and maintain relationships with peers and business support partners.
  • Excellent verbal, written and presentation skills with experience presenting to senior leaders and key stakeholders.
  • Ability to operate in ambiguous environments and exhibit agility in navigating from current state to proposed solutions.
  • Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years and a Master's degree; or a PhD with 3 years experience; or equivalent experience.
