MITRE is seeking a Group Leader (GL) for a Law Enforcement (LE) focused Program Strategy and Policy Group to work with the Division and Department management build a diverse team of technical and operational experts focused on helping LE sponsors with program strategy and planning, technology roadmaps, budgeting, decision analysis, and program execution and management. The selected candidate is expected to be committed to solving strategic challenges towards improving mission outcomes for Homeland Security operational components. The GL should be a subject matter expert in one or more related fields and will be expected to hire staff with complementary skills to build the required skill diversity. The expectation is to work with Division Management in establishing capability steward positions that bridge technical and tactical elements to the sponsor's larger strategic outlook. Additionally, the group will have the necessary expertise to collaborate with the government to establish programs, assist with strategic planning, advise on emerging trends, assess and/or develop data management and strategy, change management, technical transformation, and advise on governing and operating guidelines.

This GL position requires exercising leadership and excellent interpersonal skills to effectively supervise, develop, and manage team members. In addition, the candidate will work closely with the department management staff to ensure the delivery of quality technical products, staff recruitment, development, and placement, and provide input into the growth of the department work program.

The GL is also expected to help the Department Manager, Program Managers, Senior Leaders, and Project Leaders provide the best "MITRE" staff to related projects and activities that cut across our sponsor work program. The ability to establish relationships and partnerships across critical MITRE program organizations and Innovation Labs is key to bringing the entire corporation to the fight on our sponsor's toughest challenges.

Job Responsibilities (Required):

  • Provide program start up, execution, program and project planning, and budget subject matter expertise directly to sponsor stakeholders.
  • Assist with requirements development and performance assessment/management mechanisms
  • Synthesize complex topics into actionable execution plans that reflect key stakeholder constraints and equities.
  • Provide actionable recommendations and analyses for executive leadership to make strategic decisions.
  • Develop strategy and lead development of acquisition artifacts for key sponsor decision-makers.
  • Conduct analyses of the efficiency, effectiveness, and improvement of sponsor's operational policies.
  • Support department efforts to staff new work programs with the sponsor.
  • Grow, teach, and mentor group members in all aspects of mission and engagement analysis. including communication and presentation of results to all levels of management and sponsor decision makers.
  • Develop relevant briefings and demonstrate products to clearly articulate alternatives analysis and resonate with senior government decision makers.
  • Contribute to crosscutting teams with expertise in systems engineering practice areas: requirements definition, program and budget planning and execution, cost analysis and acquisition, quality management, and process analysis and improvement.

Required Qualifications:

  • Sound acumen in program building, program and project planning and execution.
  • Expertise in budget planning and advising on acquisition strategies.
  • Expertise in government acquisition lifecycle and Congressional budget process (e.g., OMB, CBO)
  • Depth in creating strategies, strategic frameworks related to programs, projects, and achieving mission outcomes.
  • Demonstrated record of strong leadership skills.
  • Demonstrate ability to manage and assess development teams.
  • Strong interpersonal skills as well as effective verbal and written communication skills.
  • Motivation to expand knowledge and skills and assume responsibility.
  • Excellent communication and leadership skills.
  • Experience working in intelligence (e.g., Intelligence Community, Department of Defense, or Law Enforcement).
  • BS in Economics (Finance, Economics, etc.) and 10 years of related experience.

Preferred Qualifications:

  • Master's Degree
  • TS/SCI
  • Knowledge of Law Enforcement and maritime (USCG or Navy) Operations
  • Experience with data visualization tools such as Tableau, R, etc.
