Program/Acquisition/Business & Financial/Budget Analyst & Coordinator
Job Description
Global Science & Technology, Inc (GST), a growing scientific and high technology company, is seeking a Program/Acquisition/Business & Financial/Budget Analyst & Coordinator to support the National Environmental Satellite, Data, and Information Service (NESDIS), Satellite Applications and Research (STAR).
This position is located in College Park but is temporarily approved for telework due to Covid-19. A hybrid model of onsite and telework each week will likely be put in place in the coming months.
Position Summary:
The successful candidate will work with a talented staff at NOAA/NESDIS providing multi-faceted business & program/project workforce analysis, coordination, and documentation (meeting preparation and recording) support and assistance to ensure effective use of the NESDIS' and other NESDIS Departments/Divisions time and productive interactions with staff. The candidate(s) will handle a wide range and variety of support tasks, initiates and implements processes that assist the management of projects and information. Assists with the schedules, meeting preparations, and follow-up tasks, as needed/necessary. Supports information gathering and prepares summaries and reports, as needed/directed. Develops positive and strategic relationships at all levels of the organization. Uses discretion, judgement, and knowledge of the organization to facilitate the executive's activities and maintain confidentiality.
We're looking for candidates with broad experience in Work-Force Analysis/Planning & Record Keeping with a Budgetary and Financial background (analysis and documentation). This person will work with Task Monitors, and other members within NESDIS and possibly other offices for some of the tasks provided below. The ability to work independently and as a team member to develop a coherent, coordinated team deliverable, is paramount.
Primary Duties:
- Contribute to and initiate NESDIS' workforce analysis and planning.
- Work independently and with other team members in support of STAR's new financial enterprise direction.
- Deliver meeting slide/documentation material, re: data-driven insights and strategic recommendations to prepare for future staffing needs.
- Develop and assist with the workforce planning process.
- Assist with the research, analysis, and documentation that contributes to strategies to reduce gaps in workforce positions.
- Contribute to Budget and Financial planning, tracking, and documentation.
This position, specifically requires practical and actual, writing/editing documentation coordination/consolidation, and utilization of PMO tools, particularly, SmartSheets, among others;
Additional Duties:
- Assists, creates, and manages detailed task documentation, including, project presentation material, project reports, meeting notes, records, etc.
- Implements and documents plans and schedules for project leadership.
- Prepares status reports for presentation by project leadership, as necessary.
- Identifies potential problems/risks and recommends solutions to ensure project completion.
- Assists with the development of templates, and guidelines to facilitate the project life-cycle process.
- Verifies documentation and product deliveries that meet established guidelines.
- Develop, maintain documentation: e.g., Technical Task Agreements; process documents; policy documents; strategy documents; etc.
Required Education/Experience/Skills:
- Bachelor's degree in Business, Finance, Organizational Management Assessment, or related field. Experience in lieu of education is permitted.
- 8-16 years of experience working in Workforce Analysis/Planning, Documentation Coordination/Consolidation/Editing, Budgetary & Finance Administration
- Knowledge of a variety of PMO tools & methodologies; specifically, SmartSheets, and the ability to learn new tools quickly.
- Knowledge of a variety of computer administrative and financial applications/tools; including Google and Microsoft and the ability to learn new tools quickly.
- An ability to think strategically but also having tactical skills in day-to-day support.
- Teamwork, strong inter-personal skills, good communication skills, strong analytical skills, self-starter, and self-learning.
Desired Skills:
- Understanding the Federal Civil Service environment (Strategic and Operational),
- Emotional intelligence, Communication skills, and Customer service skills.
- Ability to develop and/or present relevant material (remotely or in-person).
Physical Qualification(s) Required:
- Typical Office setting.
- Ability to use a computer.
Mental Qualification(s) Required:
- Detail-oriented multi-tasker, skilled communicator, poise under high-intensity environment.
