This position will support the National Nuclear Security Administration (NNSA) Programs Directorate through integration and coordination of a team of technical contributors. The chosen individual will coordinate efforts across the Aerospace support to NNSA, identify issues, prioritize tasks, facilitate communications, and scope requirements for and initiating acquisition of technical support from across Aerospace to include cost and market analysis support. This will require the candidate to work collaboratively with program development and program execution staff to fully leverage the Aerospace Corporation's technical capabilities in all relevant areas to best support the NNSA.

This position is a hybrid position that can be based in Albuquerque, NM, El Segundo, CA or Crystal City, VA. This position will be requiring 1 day in the office and 4 days remote.
What You'll Be Doing

  • Lead various NNSA program management process improvement initiatives. Develop recommendations to support efficiencies and cost savings, including improvements for automation of program data
  • Proactively identify and remediate risks, issues, and dependencies, escalating where necessary. Leverage problem solving skills to ensure project plans deliver on intent.
  • Lead integration activities for NNSA growth to include working with Aerospace facilities for future NNSA enclave requirements
  • Lead systems studies and analyses that support technical, programmatic and organizational decision-making on a variety of projects
  • Analyze financial and contracts data to provide explanations of significant cost drivers to NNSA management team
  • Provide overall day-to-day project management support and guidance to Aerospace NNSA staff across the NNSA Line-of-Business (LOB) managing the NNSA support.
  • Work with the principal points of contact in Aerospace Contracts, Pricing and Financial Management at the contract level, to assist with consistent contracting, pricing, processes and reporting across the NNSA LOB and Sub-Lines of Business.
  • Coordinate with NNSA's Agency Contracting Officers' Representative (COR), as well as all Aerospace NNSA Task Managers to ensure task order (TO) alignment with core competencies and FFRDC SE&I functions, and execution of TOs and deliverables in accordance with the task requirements.
  • Lead monthly NNSA status update reports to include but not limited to:
    • NNSA-level monthly report generation
    • Monthly LOB-level report reviews and developing/using standard processes
    • Tracking and reporting financial status, working with Aerospace Financial Management and Aerospace contracts
    • Organizational Conflict of Interest (OCI) vetting for all NNSA-affiliated tasks
    • Non-Disclosure Agreement Compliance Tracking
    • Develop cost and schedule reports and other technical materials for customers, Aerospace executives, and the CSG leaders
    • Support integration activities for NNSA growth to include working with Aerospace facilities for future NNSA enclave requirements.


What You Need to be Successful
Minimum Requirements:

 

  • Bachelor's degree from an accredited university in a related discipline
  • 15 or more years of program/project management experience to develop and maintain effective operation management processes, reporting, procedures and systems. Experience leading process improvement efforts to reduce time and cost for generating required deliverables.
  • Proficiency with Microsoft Excel, with the ability to export, maintain, and refine data for analysis.
  • Demonstrated experience with Tableau, or other visualization tools
  • Proven ability to organize, implement and maintain scheduling management system (JIRA, Open Plan, MS Project) supporting identified projects and their plans
  • Excellent written communication skills - organize complex materials and concepts in clear and logical manner
  • Demonstrated teaming and leadership skills in tasks such as formulating plans, leading studies, and utilizing internal technology competency organizations.
  • Excellent verbal communication skills - clear, concise, persuasive; builds consensus through speaking; polished, professional style
  • This position requires a current Top Secret or DOE Q-clearance which is issued by the US government. U.S citizenship is required to obtain a security clearance.

  • Technical master's degree or MBA
  • Experience with program controls and quality, risk management, cost, schedule and performance trades, interface definition, resource loaded schedules, documentation repositories and change control processes.
    • Project Management Professional (PMP) or Lean Six Sigma certification
    • Experience with earned value management
    • Knowledge of NNSA Defense Programs and Defense Nuclear Nonproliferation missions
