Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Performs a variety of budget administration functions in the formulation, execution and review of the District funding programs for the Real Estate Division.

  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This is a Financial Management Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Vacancies from this announcement may be filled at the following grade levels: GS-07 and GS-09. This position has promotion potential to the GS-09 grade level. If selected below the full performance level, incumbent maybe non-competitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

Specialized Experience GS-09: One year of specialized experience equivalent to the GS-07 in the Federal Service which includes providing a variety of financial management and budget functions for the Real Estate Division, involving payments, collections and other tasks within budgetary constraints, for Civil and Military missions.

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus18) by 18. Add the two percentages.

Specialized Experience GS-07: One year of specialized experience equivalent to the GS-05 in the Federal Service which includes compiling, analyzing and summarizing financial and/or budgetary information related to assigned areas of the organization's financial program.

OR

Education: One full year of graduate level education or superior academic achievement in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) up to the first year (total graduate semester hours minus18) by 18. Add the two percentages.
