The Project Controls Specialist is responsible for executing all Project Controls activities such as monitoring, managing, and forecasting costs for assigned projects, programs, or areas of responsibility, with a focus onĀ Cost Engineering skills. Develop and maintain strong working relationship with project or program stakeholders. Manage service levels with varying degrees of complexity and requirements appropriate to the position. Meet performance goals set forth in an effective and safe manner while demonstrating SCE’s values and guiding behaviors. They work under direct supervision of the Sr./Lead Project Controls Specialist and follows approved policies, guidelines, and work instructions. The client uses Excel predominantly for data analysis so a strong proficiency using v-look ups and complex functions is required.

Duties & Responsibilities

  • Develop and maintain project budgets/baselines, short- and long-term forecasts, and expenditure plans for assigned major and/or multi-year project(s) and/or programs. This includes the aggregation, reconciliation, and update to the budget(s), forecast(s) and spending plan(s) according to jurisdiction splits, asset types, cost drivers, and funding sources.
  • Develop or prepare routine and complex reports to assist Project Managers and OU partners to monitor, manage, and forecast costs (e.g. budget, actual, commitment, contingency, earned value, cost per unit, cost impact analysis) for assigned major and/or multi-year project(s) and/or programs or in response to internal or external data requests for assigned major and/or multi-year project(s) and/or programs. Create and maintain a risk register. Accordingly, evaluate level of contingency needed using appropriate methods (e.g. Monte Carlo analysis).
  • Perform complex and detailed research, updates, and data gathering/analysis in areas of cost controls (e.g. budget, actual, commitment, contingency, earned value, cost per unit, cost impact analysis). Prepare and present results, alternatives, and/or recommendations to support business decisions, to manage project costs and schedules, and to mitigate potential risks to major and/or multi-year project(s) and/or programs.
  • Involve and support change control and contract negotiation/claim management. Support the implementation, analysis, and reporting of performance using SCE or industry metrics (e.g., earned value management.)
  • Collaborate with stakeholders and utilize applicable estimating, cost management, and/or scheduling knowledge, techniques, and tools to determine and communicate the results (e.g., trend, variance, and cost impact).
  • Prepare project controls data request responses and work papers in supporting corporate/OU governance (e.g. Business Oversight Team and Capital Review Team), internal/external audits, General Rate Cases, and any pertinent regulatory filings.
  • Assess customer needs and determine recommended approach to resolve matters of significance. Apply knowledge following prescribed procedures or determining which procedures to follow. Determine whether specified standards have been satisfied. Possess mentorship responsibility to develop future project controls professionals. Provides training in areas of expertise.
  • Project Controls Specialist (Cost) 3: is an individual contributor.
  • Works under direct supervision of senior/lead project controls specialist or manager and/or according to approved policies, guidelines, and work instructions;
  • Collaborates with and obtain data/information from various project stakeholders (e.g. project managers, functional managers, discipline leads, and team members) in a matrixed organizational structure; and
  • May temporarily lead an assignment or functional team for a duration of an assignment.
  • This position is required to make day-to-day, routine decisions based on:Ā 
  • Established company/department’s policies, guidelines, and work instructions;
  • Project controls and/or project management body of knowledge; and/or
  • Direction from direct supervisor and/or guidance from direct supervisor, project managers, functional managers, discipline leads, and team members
  • The job incumbent is expected to:
  • Engage in actual operations as supposed to directing the operations;
  • Performs duties and completes work activities as assigned. Will work by himself/herself and in teams;
  • Provide necessary and training/mentorship to team members to ensure successful, effective project implementation; and
  • Does not have any direct report or supervisory responsibilities.

Required Qualifications & Education

  • Education: A combination of education, training, and experience, generally equivalent to those typically possessed by a 4-year college graduateĀ 
  • Work Experience:Ā 
  • Typically possesses seven or more years’ experience in cost controls/management
  • Demonstrated experience with Microsoft software (e.g., Word, Excel, PowerPoint, and Visio)
  • Demonstrated knowledge, ability and experience with Project Controls software (e.g. Project, Primavera and Contract Manager)
  • Certificate and/or Licenses: None

Desired Qualifications

  • Education: A combination of education, training, and experience, generally equivalent to those typically possessed by a 4-year college graduate (from accredited institution in applicable profession, business, or engineering/technical discipline). An advanced degree preferred.
  • -Work Experiences (Years): Typically possesses seven or more years’ experience in cost controls/management
  • -Demonstrated experience in Project Management, Project Controls, and/or Construction Management, or equivalent experience. Utility construction/CA regulated/regulatory/EPC experience desirable
  • -Demonstrated knowledge and experience in contract negotiation/management, handling/reviewing claims, and processing/managing change orders
  • -Demonstrated knowledge, ability and experience with Microsoft software (e.g. Word, Excel, PowerPoint, and Visio) and SAP or similar Enterprise Resource Solutions application
  • -Demonstrated experience with Project Controls software (e.g. Project, Primavera and Contract Manager)
