Project Engineer Manager – Federal Sector - AOC
Job Description
Procon Consulting is seeking a Project Engineer Manager for an opportunity based in the Washington, DC metro area on a federal project. The candidate will have responsibilities that include but are not limited to; construction, design/build, architecture and engineering, space management, facilities management, real estate, and leasing of complex construction projects. The ideal candidate will possess the following skills and requirements:
Qualifications & Skills
- 5 years of experience on mid-size to large construction projects, Federal projects is preferred but not required.
- CCM or PE certification required.
- Excellent communication skills with field and office personnel.
- BA or BS degree in a construction/project management, architecture, or engineering related field.
- Experience, or familiarity, with Microsoft Office and Industry Project software packages to include but not limited to latest versions of Microsoft Project, Primavera, AutoCADD, Revit, Kahua, etc.
- Experience reviewing project financials; including change orders and modifications.
- Experience coordinating with architects and engineers to create and review design and construction documents.
- Experience reviewing design document submittals, reviewing cost and schedule estimates, collecting, preparing, and reporting programmatic information.
- Familiarity with project management principles and how to implement Project Management principles.
- Ability to analyze all relevant project-related information and communicate project status and major issues in writing or verbally.
- Excellent time management skills; with an emphasis on managing tasks on multiple projects at once.
Responsibilities & Duties
- The Project Engineer Manager assists the Government's Project Construction Manager in scheduling reviews, cost estimating, and constructability reviews, and are responsible for professional reviews pertaining to the Procurement and Construction Phases, Project Document Control using E-Builder and any additional services required within the AOC Project and Planning Divisions Policies and Procedures Manuals.
- Support risk management via participation in risk assessment workshops and other risk mitigation meetings.
- Support generation of CPM cost loaded schedules for various projects in design and construction phase.
- Support Cost Estimates as well as Cost Loaded Construction Schedules Provide Value Engineering (VE) services.
- This person shall assist the AOC, including the Stakeholders, during the design phase of projects via review and evaluation of each Construction Documents submission. This person will with the A/E and the AOC to ensure the development of a quality design.
- Provide analysis of impact the to owner project requirements to include such issues as schedule, cost, quality, and/or scope.
- Ensure construction documents and/or A/E’s design and details are workable and constructible.
- Construction Documents are completed and void of defects, conflicts, ambiguities, or lack of clarity. All requirements of the Construction Services are included in the Construction documents, or reasonably inferable. General Conditions are adequately addressed.
- Review Planned Logistics: Materials, processes, equipment, and labor are appropriate, available, nonproprietary, and comply with Buy American Act provisions as applicable. Processes, sequencing, feasibility, equipment, and labor required to construct the Project are appropriate and available. Long Lead Items have been identified, and durations for procurement appropriately planned for to not delay the Project’s Final Completion.
- May conduct Constructability Reviews of the design packages at the 100% Design Development (DD), 50% Construction Documents (CD’s), and 100% CD’s Submissions and provide a Constructability Report.
- This person shall assist the AOC and the A/E in problem resolution during the design phases of the Project. This person shall make recommendations on how best to correct potential issues.
- Potentially support construction phases of projects as a project controls expert or mid-level project manager.
