AECOM is currently seeking a Project Information Specialist to serve as flood risk study coordinator and quality reviewer in support of FEMA Risk MAP (Risk Mapping, Assessment, and Planning) activities nationwide.
The selected candidate will support teams of Engineering, Mapping, and administrative professionals, both locally and nationally, towards the successful completion of a variety of FEMA Risk MAP projects. This position requires proactive communication, a passion for quality, strong attention to detail, and a demonstrated track record of coordinating with multiple project teams.
Responsibilities include:
- Independently lead and coordinate tasks within a Risk MAP flood study lifecycle, such as regulatory and administrative correspondences from data development through preliminary and post-preliminary processing, including compliance and adoption to map effective phase, and delegate tasks to multiple supporting staff across diverse geographies.
- Training capability around the key Risk MAP work types noted above.
- Leading FEMA MIP deliverable compilation and review within a flood risk study lifecycle identified above.
- Conduct internal Quality Assurance/Quality Control (QA/QC), which may include QC of FIS Reports, regulatory and administrative deliverables, such as Summary of Map Actions, and correspondence of Letters of Final Determination, Suspension and Adoption, as well as FEMA Quality Reviews 4, 6, Revalidations, and other administrative deliverables.
- Ensure adherence to project documentation, filing and storage requirements.
- Ensure adherence to FEMA Risk MAP guidance, standards, and technical references.
- Occasionally facilitate/present/participate at FEMA Risk MAP meetings and support of community engagement activities related to flood risk study lifecycle.
- Estimating resource needs & scheduling and assigning work to meet milestone completion dates.
- Monitoring and maintaining Risk MAP study schedules and budgets, including providing input to Earned Value Management reporting.
- Informing and working with Project Managers on project risks and mitigation actions.
- Providing support as a technical lead and engage other Subject Matter Experts for FEMA Risk MAP programmatic working groups as requested.
- Bachelor's degree in Geography, Geology, Science, Planning, Communications/Marketing, Policy Analysis or Government or related discipline. 4 years progressively responsible experience in the areas noted above.
- Past experience in FEMA's Risk MAP program, study production, including FIRM database, preliminary & post-preliminary product development (including summary of map actions), FIS development, adoption and compliance, and Quality Assurance/Quality Control.
- Must be able to utilize ArcGIS software or be willing to obtain a GIS certificate within the first year.
- 5 years of progressively responsible professional technical & leadership experience related FEMA's Risk MAP program or other flood-related work, including adoption and compliance.
- Past experience leading multi-disciplinary cross functional sub-team or team of direct reports.
- Familiarity with most of the following tools: Microsoft Office Suite, ArcGIS Desktop, ArcGIS Online.
- Familiarity with FEMA's MIP submittal requirements and strong knowledge of FEMA guidance, standards, and technical references.
- Demonstrated experience making sound decisions in the face of conflicting guidance, providing proven solutions, and ability to distill and communicate contextual understanding.
- Certified Floodplain Manager (CFM).
- -M.S. / M.A. in Geography, Geology Science, Planning, Communications/Marketing, Policy Analysis or Government or related discipline is a plus.
